Richmond Finance Committee backs reduced residential bill due to broken water pipes

The village of Richmond Finance Committee met May 31.

The Richmond Finance Committee is the village’s budget-making authority responsible for financial and taxation matters. Meetings are held on the first and third Tuesday of each month.

Here are the minutes for the meeting as provided by the Richmond Finance Committee:

The Finance Committee meeting held at the Village Hall, 5600 Hunter Drive was called to order by Chairman Dennis Bardy at 4:00 p.m.

Members Present: Trustees: Dennis Bardy, Craig Kunz and Ramsin Wardanian.

Members Absent: None.

Others Present: Village Clerk, Karla L. Thomas and Village President, Peter Koenig.

Approval of Minutes: The committee reviewed the minutes of the May 17, 2016 regular Finance committee meeting minutes.

Trustee Wardanian moved, seconded by Trustee Kunz to approve the May 17, 2016 regular Finance Committee meeting as presented. The motion was approved by voice vote.

Public Comments: None.

Clerk’s Comments: None.

Review and Recommendation of Bills for Approval: The committee members reviewed and signed off on invoices submitted for payment.

Unfinished Business: None.

New Business: The committee discussed a residential water/sewer utility bill for the 2016, 4th quarter whose water pipes broke. The committee forgave only the sewer portion of the bill; however, requested that they still be billed the minimum for sewer. The resident will be responsible for the entire water portion of the bill.

As no representative from Chase Bank was present, the committee members requested that the Finance Clerk contact McHenry Savings Bank to have them prepare an investment portfolio for the Village and have a representative at the next Finance meeting on June 14, 2016.

The committee briefly discussed the debt service surcharge analysis.

The committee then reviewed the information gathered by the Village Clerk pertaining to septic receiving. The committee decided to increase only septic rates for haulers.

Trustee Comments: None.

The Village Clerk was directed to place the following items on the next Finance Agenda: Investment Proposal by McHenry Savings Bank, Analysis of Debt Service Surcharge and Discussion of Business Registration/Liquor

License Fees.

Adjournment: There being no further business to discuss, Trustee Wardanian moved, seconded by Trustee Kunz to adjourn the regular Finance committee meeting. The motion was approved by voice vote.

Meeting adjourned at 5:27 p.m.
