Hebron Village Board approves mosquito treatment contract

Meet

The Hebron Village Board met May 16.

Here are the meeting minutes as provided by Hebron:

President Jacobson called the meeting to order at 7:03 p.m.

Trustees Shepherd, Ritzert, Vole, Mogan, Georgi and Canfield answered aye to roll call. Also present were President Jacobson and Attorney Smoron. There were 21 people present in the audience.

Village Board Meeting began 7:03 p.m.

Approve minutes of the April 18, 2016, Village Board Meeting; Trustee Shepherd made a motion to approve the minutes of the April 18, 2016, Village Board Meeting. Trustee Ritzert seconded the motion. Trustees Shepherd, Ritzert, Vole, Mogan, Georgi and Canfield approved the motion by answering aye. Motion carried.

Approve payment of April/May 2016 Accounts Payable; Trustee Shepherd made a motion to approve the April/May 2016 accounts payable in the amount of $18,160.64. Trustee Ritzert seconded the motion. Trustees Shepherd, Ritzert, Vole, Mogan, Georgi and Canfield approved the motion by answering aye. Motion carried.

Discussion and approval of mosquito contract for 2016; Clarke Mosquito was present and spoke to the Board. He explained that their product was not a residual product. He told the Board that there is GPS on each truck so they can track the speed of the drivers. Skeeter Beater was not present. Clarke Mosquito's quote was for 8 treatments at $465 per treatment. Skeeter Beater’s was 8 treatments at $295 per treatment. Trustee Mogan thought that Clarke had a more comprehensive plan. Trustee Ritzert thought it would be better to go with Skeeter Beater as it was less expensive and asked to do 15 applications. Trustee Ritzert made a motion to approve Skeeter Beater to do 15 treatments at $295 a treatment for 2016. Trustee Georgi seconded the motion. Trustees Shepherd, Ritzert, Vole, Mogan, Georgi and Canfield approved the motion by answering aye. Motion carried.

Discussion and approval of IEPA Ioan modification; President Jacobson told the Board that the IEPA has asked the Board to sign a new loan modification for interest only for 2 payments. He further explained that the Village had signed it last year also and that it was to keep the Village from going into default. Trustee Georgi was concerned about a $350,000 payment after the interest only term. President Jacobson explained that the agreement would give the Village time to work with the IEPA on a repayment plan for the future. Trustee Shepherd spoke and explained that the Village was already working on some things that the IEPA had suggested they do, such as putting in new meters. Trustee Shepherd made a motion to approve the signing of the new loan modification with the IEPA. Trustee Vole seconded the motion. Trustees Shepherd, Ritzert, Vole, Mogan and Canfield approved the motion by answering aye. Trustee Georgianswered nay. Motion carried.

Discussion and approval of antique motorcycle event May 22, 2016: Trustee Ritzert made a motion for the Village to approve letting the 4" Annual Antique and Classic Bike Show to be held in the Village of Hebron on May 22, 2016 from 10am-2pm. Trustee Shepherd seconded the motion. Trustees Shepherd, Ritzert, Vole, Mogan, Georgi and Canfield approved the motion by answering aye. Motion carried.

Discussion and approval of Traffic Control Ordinance for Trails of Hebron; Attorney Smoron explained to the Board the that Traffic Control Ordinance for the Trails of Hebron in no way meant that the Village is not accepting the roads or taking control of said streets. Trustee Mogan made a motion to approve the Traffic Control Ordinance for the Trails of Hebron. Trustee Vole seconded the motion. Trustees Shepherd, Ritzert, Vole, Mogan, Georgi and Canfield approved the motion by answering aye. Motion carried.

Discussion and approval to extend recapture agreement for Kennedy Homes; Representatives from Kennedy homes asked the Board to consider a extension of the Recapture agreement they had previously had with the Village of Hebron. It was a ten year agreement and has now expired. They would like the Village to consider extending another 10 years.

Tabled Discussion of sign variance for Harts Saloon; Dan Hart spoke and asked the Village Board members to consider letting him put a sign on Hart’s Saloon which would run vertical perpendicular to the building. The sign would be 2.5ft X 2.5ft. The pole attached to the building would be 48 inches long. Trustee Ritzert ask if the sign ordinance would have to be changed. Attorney Smoron explained there could be a change to the ordinance but it would need to go before planning and zoning as it is written now. There would also need to be a public hearing. It was agreed that Mr. Hart would send more info on the proposed sign to the Village Clerk.

Discussion and approval to hire Scheflow Engineers for $2700 to give an estimate for the Trails of Hebron’s road repairs and second lift; Attorney Smoron explained to the Board that he would recommend having Scheflow engineers do an estimate to repair and do the second lift for the Trails of Hebron. Scheflow Engineers would do such at a cost of $2700. Trustee Ritzert asked if the Village could recoup the monies from J & L. Attorney Smoron thought that they could per the annexation agreement. Trustee Canfield said he agreed in hopes that it would help our case. Trustee Ritzert made a motion to approve the hiring of Sheflow for $2700 to give a quote on repairs and second lift for the Trails of Hebron. Trustee Shepherd seconded the motion. Trustees Shepherd, Ritzert, Vole, Mogan, Georgi and Canfield approved the motion by answering aye. Motion carried.

Discussion and approval to send Jane Hahn to a Quick Books class; President Jacobson told the Board that he would like for the Village to send assistant Treasurer Jane Hahn to a Quick Books Class at the cost of $549.95. Ms. Hahn had agreed that if she was to resign from the Village before two years she would reimburse the Village for the cost. Trustee Mogan believed that it should be prorated if she was to resign. Trustee Shepherd made a motion to approve the payment of $549.95 to send Jane Hahn to Quick Books class and the cost would be prorated should she resign before 2 years ended. Trustee Ritzert seconded the motion. Trustees Shepherd, Ritzert, Vole, Mogan, Georgi and Canfield approved the motion by answering aye. Motion carried.

Public comments

None

Board comments: Trustee Shepherd spoke about getting a forensic audit. He thought the cost could be about $50,000. He had heard of another community that had done one and it cost them $25,000 and they stopped as it was too expensive and could have cost up to another $25,000. Trustee Georgi talked about looking into a joint purchasing agreement with other communities. Trustee Georgi then read a letter he had prepared in which he spoke of his resent schedule. He also spoke that he was unhappy with the handling of his email on the Distressed Cities Act which he found was actually the Local Government Financial Planning and Supervision Act. Lastly he asked the Trustee’s to pledge with him not to sit in their places at the podium until someone else is sitting in the seat of the current President. President Jacobson explained to the Board that he did not feel that the Village met the criteria to be considered for the Act that Trustee Georgi had sent.

Attorney’s comments: Attorney Smoron spoke in reference to the Act that Trustee Georgi had sent him. He explained that the Act did not give forgiveness of debt but rather help to handle the finances.
