Lake in The Hills Village Board appoints interim administrator

The Lake in the Hills Village Board met  Aug. 25.

Here are the meeting minutes as provided by Lake in the Hills:

Call To Order

The meeting was called to order at 7:30 p.m.

Roll call was answered by Trustees Ray Bogdanowski, Bob Huckins, Russ Ruzanski, Paula Yensen, Doug Cummings and President Paul Mulcahy.

Motion to allow Trustee Stephen Harlfinger to attend via telephone was made by Trustee Yensen and seconded by Trustee Ruzanski. On roll call vote Trustees Ruzanski, Yensen, Bogdanowski, Cummings and Huckins voted Aye. No Nays. Motion carried.

Also present were Assistant Village Administrator Jennifer Clough, Chief of Police Dave Brey, Deputy Public Works Director Dan Kaup, Finance Director Shane Johnson, Director of Parks & Recreation Laura Barron, Village Attorney Brad Stewart and Village Clerk Denise Wasserman.

The Pledge of Allegiance was led by President Mulcahy.

Public Comment on Agenda Items:

Consent Agenda

A. Motion to accept and place on file the minutes of the August 9, 2016, Committee of the Whole meeting.

B. Motion to accept and place on file the minutes of the August 11, 2016, Village Board meeting.

Motion to approve Consent Agenda items A-B was made by Trustee Huckins and seconded by Trustee Cummings. On roll call vote, Trustees Harlfinger, Huckins, Ruzanski, Cummings, Yensen, and Bogdanowski voted Aye. No Nays. Motion carried.

Omnibus Agenda

A. Motion to approve the revisions to the Village’s Bike Path Map as discussed at the August 23, 2016, Committee of the Whole meeting.

B. Motion to approve Progress Payment 2 for $210,886.00 to R.A. Mancini for work completed to date on the 2016 Water Main Replacement Project

C. Motion to approve Progress Payment 3, Final, for $41,368.20 to Municipal Well & Pump for work completed on the Well 15 motor repair.

D. Motion to pass Ordinance 2016- ____, “An Ordinance Authorizing the Approval of a Ground Lease between the Village of Lake in the Hills and Mr. Guillermo Santaella.”

Motion to approve the Omnibus Agenda items A – D was made by Trustee Yensen and seconded by Trustee Huckins. On roll call vote, Trustees Huckins, Cummings, Bogdanowski, Harlfinger, Ruzanski and Yensen voted Aye. No Nays. Motion carried.

Approval of the Schedule of Bills:

Motion to approve the August 26, 2016, Schedule of Bills, funds totaling $505,241.47 was made by Trustee Bogdanowski and seconded by Trustee Ruzanski. On roll call vote, Trustees Yensen, Bogdanowski, Huckins, Harlfinger, Cummings and Ruzanski voted Aye. No Nays. Motion carried.

Approval of Manual Bills:

Motion to approve the July 2016 Manual Bills, fund totaling $611,384.83 was made by Trustee Bogdanowski and seconded by Trustee Yensen. On roll call vote, Trustees Cummings, Huckins, Bogdanowski, Ruzanski, Yensen and Harlfinger voted Aye. No Nays. Motion carried.

Trustee Ruzanski reminded everyone that Blue Skies will have an open house and picnic this Saturday, August 27th.

Trustee Huckins mentioned that The People for Parks Foundation will host a Pub in the Park on October 15, 2016. Tickets are available.

Village President Reports:

Motion to appoint Jennifer Clough to the position of Interim Village Administrator (effective 08-25-16) was made by Trustee Yensen and seconded by Trustee Huckins. On roll call vote Trustees Ruzanski, Yensen, Huckins, Harlfinger, Cummings and Bogdanowski voted Aye. No Nay. Motion carried.

Motion to re-appointment Erik Quandee to the position of Parks & Recreation Board (08-25-16 to 08-22-20) was made by Trustee Ruzanski and seconded by Trustee Huckins. On roll call vote Trustees Cummings, Harlfinger, Yensen, Huckins, Ruzanski and Bogdanowski voted Aye. No Nays. Motion carried.

New Business:

Motion to authorize the issuance of a Raffle License to the Lake in the Hills Explorer Post 1096 and waive the fidelity bond requirements was made by Trustee Huckins and seconded by Trustee Ruzanski. Jennifer Clough would like to amend the motion to suspend enforcement of 31.02 (issuance of a license to a sworn officer) as the person in charge of the Explorers is a sworn officer. Motion to amend the original motion and suspend enforcement of section 31.02 was made by Trustee Yensen and seconded by Trustee Huckins. On roll call vote Trustees Yensen, Cummings, Harlfinger, Huckins, Bogdanowski and Ruzanski voted Aye. Motion amended. Regarding the amended motion, on roll call vote Trustees Ruzanski, Bogdanowski, Huckins, Yensen, Harlfinger and Cummings voted Aye. No Nays. Motion carried.

Audience Participation:

Closed Session: Litigation (5 ILCS 120/2(c)), Appointment, employment, compensation, discipline, performance, and/or dismissal of specific employees (5 ILCS 120/2(c)), Acquisition of Property(5 ILCS 120/2(c)), Approval/Semi-Annual Review of Closed Minutes(5 ILCS 120/2(c)), Collective Negotiating Matters(5 ILCS 120/2(c)). The Village Board did not enter into Closed Session.

Adjournment: There being no further business to discuss, the meeting of the Lake in the Hills Board of Trustees was adjourned at 7:39 p.m.
