Woodstock City Council votes on amendment to Home Rule ordinance

Woodstock City Council met Tuesday, Jan. 17.

The city of Woodstock operates under the council-manager form of government that combines the political leadership of an elected mayor and six city council members with an appointed city manager. The city council oversees all activities in the city and serves the needs of city residents. City council meetings are held at 7 p.m.on the first and third Tuesdays of each month in the City Council Chambers on the second floor of City Hall, 121 W. Calhoun St.

Individuals Wishing to Address the City Council Are Invited to Come Forward to the Podium and Be Recognized by the Mayor; Provide their Name and Address for Purposes of the Record, if willing to do so; and Make Whatever Appropriate Comments They Would Like.

B. HOME RULE ORDINANCES:

1. Home Rule - City Code Ordinance (Doc. 1)

Approval of an Ordinance Re-Adopting and Amending the City Code of Woodstock, Illinois Pursuant to the Home Rule Powers of the City of Woodstock, McHenry County, Illinois.

2. Voting Ordinance (Doc. 2)

Approval of an Ordinance Revising Title 1, Chapter 5, Section 1.5.4, Procedures and Rules at Meetings, of the Woodstock City Code Regarding Quorum and Voting Requirements for City Council Action.

CONSENT AGENDA: (NOTE: Items under the consent calendar are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless:

1) a Council Member requests that an item be removed from the calendar for separate action, or

2) a citizen requests an item be removed and this request is, in turn, proposed by a member of the City Council for separate action.)

F. MANAGER'S REPORT NO. 82

1. Ordinance – Liquor License, Rendezvous Bistro

Approval of an Ordinance Amending Title 3, Chapter 3, Liquor Control, of the Woodstock City Code for Rendezvous Bistro, 2400 Lake Shore Drive.

2. Resolution - IMET

Approval of a Resolution for a Second Extension to the Tolling Agreement between the City of Woodstock and Illinois Metropolitan Investment Fund (IMET).”

3. Resolution and Agreement - Nardulli Contract Extension

a.) Approve a Resolution authorizing the execution of an Agreement with Joyce Nardulli, LLC for Intergovernmental and Legislative Advocacy Professional Services.

4. Ordinance – Vehicle Impoundment

Approve an Ordinance Amending Article L, Code Hearing Department, in Chapter 7, Municipal Departments, of Title 1, Administration, of the Woodstock City Code Regarding Vehicle Impoundment.

5. Award of Bid - Water Works – Replacement Boat Slide

Award a bid for engineering services, required permits, removing the existing concrete pedestal and boat slide, and installing a new boat slide and two palm trees at Woodstock Water Works to Arvidson Pool & Spas for $31,772.

6. Ordinance – Declaration of Surplus – John Deere Tractor, Snow Blower and Plotter

Approval of an Ordinance Declaring Certain Items of Personal Property owned by the City of Woodstock as Surplus and Authorizing the City Manager to Dispose of these Items.

Transmittal of the City’s FY17/18 Capital Improvement Program (CIP).
