Spring Grove Public Works Committee met Wednesday, Jan. 25.

The committee is a standing committee of the village board and includes three members who make recommendations to the full board on matters related to all public works matters in Spring Grove.

MEETING MINUTES OF THE PUBLIC WORKS COMMITTEE OF THE VILLAGE OF SPRING GROVE JANUARY 25, 2017

Council Chambers, Spring Grove, Illinois, January 25, 2017; a meeting of the Public Works Committee was held this date at 8:00 a.m., at the Municipal Centre, 7401 Meyer Road; Chairman Jim Anhalt presiding.

Call to Order. The following committee members were present: Chairman Jim Anhalt and Member Pat Mazzanti- 2. Absent: Randy Vinyard - 1. Also present for the Village were: Tom Sanders, Executive Assistant; Trent Turner, Building and Zoning Officer; Matt Wittum, Public Works Supervisor; Mike Ringler, Crew Leader and Laura Frumet, Deputy Clerk.

New Business. Discuss Plans and Projects for 2017. Supervisor Wittum highlighted the department's 2017 Project List for parks and roads. Parks projects include:

Hatchery Park:

• Fascia and soffit work and starting to re-side the visitor's center. Inspector Turner is concerned about finding issues when the walls are opened up which would have the potential of making the project last much longer than anticipated. Others were concerned about the cost as well, but it could be made a multi-year project with funds allocated each year once the costs are determined.

• Repairing the piers in the large pond to match the new piers in the small pond. Some of the building materials for this project are already purchased, like the thick rope used for new railings. Inspector Turner thought the piers should have been aluminum to stop further deterioration.

• Repairing sink holes between small ponds one and two. Chairman Anhalt said the reason the sink holes are appearing is because the walls on pond one weren't sealed correctly and wondered what it would cost to rent an excavator and reseal the wall. Supervisor Wittum said clay could be used to fill the holes which would stop water flow. Another idea was to build two concrete walls at either end to connect the ponds together and make them into one.

Thelen Park:

• Building pillars for a new park sign.

• Building a landscape bed under the new sign with bricks or stone and planting landscaping.

• Repainting the gate.

Other Parks:

• Fill and seed a low area in the northeast corner of Oak Valley Park.

• Create new playground area and install playground equipment at Spring Dale Trails Park.

• Spring clean-up chores in all parks.

Roads projects include:

• Cut and patch roads

Crack seal work on English Prairie and Meyer Roads, Clark Road in front of the North Ridge Subdivision, the north end of Wilmot Farms, English Prairie Estates, and other areas. Curbs sealed in Thousand Oaks and Red Oak Estates. Continue traffic and street sign program updates. Shoulder gravel work. Sin~hole repairs on Hillside Drive which Will include curb replacement in multiple locations. Guardrails installed/repaired on May Lane and the Winn Road bridge. Storm sewer cleaning in Orchard Bluff Estates, Spring Grove Estates and Springdale Trails. Removing dead trees on Main Street and East Solon and tree work at 2312 Hatchery Road. Other projects from last year's list: 7007 Edgewood Drive drainage issues, Tahoe culvert issue, finishing final grade and seeding the north end of the Winn Road multi-use path and checking sign posts and replacing as needed.

Discussion ensued about problems with the crack sealer. It is working intermittently and the problem has been hard to diagnose. This is putting crack sealing projects behind schedule.

Discuss FYE 2018 Budget. There will be no changes to the budget other than new numbers for insurance and wages. Supervisor Wittum noted that he may have a buyer for excess road salt that the village is under contract to purchase. Member Mazzanti feels Public Works should have a small vehicle replacement program and should do an inventory of the current trucks and noting the types of jobs they are used for. He also mentioned keeping mileage logs in each vehicle. Chairman Anhalt questioned if every truck needed to be snowplow ready. He thought it would be cost-effective to downsize one vehicle to a smaller truck, car or SUV that could be used for light duty, hauling things to events, building inspections, weed patrol, meetings and trips to the hardware store. Executive Assistant Sanders said the department must be careful to differentiate between needs and wants. He also felt it might be possible to have the village finance any purchase with the department making payments from their budget. It would be wise to compare any possible purchase with the State Municipal Incentive Program.
