Woodstock City Council to vote on video gaming ordinance

Woodstock City Council will meet at 7 p.m. Tuesday, March 7.

The city of Woodstock operates under the council-manager form of government that combines the political leadership of an elected mayor and six city council members with an appointed city manager. The city council oversees all activities in the city and serves the needs of city residents. City council meetings are held at 7 p.m.on the first and third Tuesdays of each month in the City Council Chambers on the second floor of City Hall, 121 W. Calhoun St.

E. MANAGER'S REPORT NO. 85

1. Ordinance – Liquor Control- Video Gaming

a.) Approval of an Ordinance amending Section 3.3.5, Video Gaming Terminals establishing a Video Gaming Terminal Operator Fee and a License Application Fee, increasing the Terminal fee, and limiting the number of video gaming licenses/terminals based on population.

b.) Approval of an Ordinance amending Section 3.3.6, Classification of Licenses, Number and Fees to establish a new liquor license classification to reflect the approval of video gaming.

2. Ordinance – 10% Property Tax Reduction

Approval of An Ordinance partially abating the City’s 2016 Property Tax Levy to provide a 10% reduction to the City’s portion of the property tax.

3. Resolution – ComEd Green Region Program - Pollinator Garden Project Approval of a Resolution authorizing application to the ComEd Green Region Program through the Openlands Organization for a joint project with The Land Conservancy of McHenry County to develop a Pollinator Garden Project at Dick Tracy Way Park.

4. Ordinance – Amending Title 6, Chapter 1, Article D, Wireless Communication Approval of an Ordinance amending Title 6, Chapter 1, Article D of the Woodstock City Code entitled “Construction of Utility Facilities in the Rights of Way” regarding Personal Wireless Telecommunication Facilities.

5. Ordinance – Variance – Maples at Sonatas

Approval of an Ordinance varying Section 7A.3, Bulk and Area Requirements, of the Woodstock Unified Development Ordinance to allow the construction of a 7' wide by 14' long porch within 13' of the side yard abutting the street lot line for 601 Handel Lane.

6. Agreement– 1524 Hillside Trail - Lift Station Easement

Approval and Authorization for the Mayor and City Clerk to execute an agreement to accept an easement dedicated from a resident at 1524 Hillside Trail for the operation of a lift station on the Southwest corner of the property with the City providing a one-time payment to the property owner of $3,500, installing a pipe in the public right-of-way to eliminate the ditch, and purchasing and installing 8-10 arborvitaes to screen the view of the lift station from the residence.

7. Agreement – NRGCS PowerPay Program - Generator Improvements

Approval for the City to participate in the NRGCS PowerPay Program for such a period of time that is required to reimburse NRGCS for generator retrofit improvements to meet EPA requirements at the Northside Wastewater Treatment Plant, resulting in no out of pocket costs to the City, and allowing participation in the PJM Curtailment Program, subject to final review and approval by the City Attorney's Office.

8. Ordinance – Code Amendment - Compliance

Approval of an Ordinance Authorizing Revisions to the Woodstock City Code, Amending Title 1, Chapter 7, Article L, Section 10, Defenses to Code Violations to eliminate the defense of compliance and allowing fines to be assessed against violators.

9. Ordinance – Code Amendment – Sale of City-Owned Real Estate

Approval of an Ordinance Amending Title 1 of the City Code Regarding Sale of City-Owned Real Estate to establish processes for the future disposition of real estate property.
