Minutes of the Committee of the Whole Meeting

Wednesday, March 15, 2017

Meeting called to order at 7:00 pm

Roll Call Present: Topf, McIntosh, Learman, Palys, Reinhard, Windler

Absent: Anderson, Naatz

A quorum was established with 4 Trustees

Attorney Not Present

Public Comment: None

Department Updates

Engineering – Greg Gruen, Robinson Engineering – Not Present – Report by Village Administrator Steve Weir

 Woods Creek Well - received copy of IEPA permit for the Woods Creek Well

 Mr. Mathews Letter – Village Attorney Curran informed the Board that Village Administrator Weir did write a response to the letter and it was well done

Public Works – Chuck Bissell – Present

 Meadows of West Bay – sidewalk issue

 Woods Creek – broken curb, will fix when the weather is better

 Public Works Building - complete

Village Administrator - Steve Weir, Village Administrator – Present

 Drainage Swale – is completed, the pipe mentioned in the letter does not exist, culvert under road below lake level but may need to be replaced, will not know until it dries out

 Dollar General – has all permits in place now, asked for footing inspection so can start on the building

 Water/Sewer Buildings – contractor will start repairing damage from high winds soon

 Staff Meeting – held earlier this month

 New Truck/New Squad Car – can buy used but would need an option to approve to make a purchase not to exceed a specific dollar amount; Village President Topf informed the Board that when an opportunity comes up will get the parameters and cost from Village Administrator Weir and then will call a Special Meeting of the Village Board for review

Police - Chief Crilly – Present

 St. Patrick’s Day - will have a couple extra cars out

General Affairs – Trustee Reinhard – Present

 Dugouts – will start in the next few weeks

Financial – Trustee Naatz – Not Present – Nothing at this time

E.S.D.A. Health - Trustee Palys – Present – Nothing at this time

Planning and Zoning Commission – Chairperson Cavanaugh – Not Present – Report by Village President Topf

 Variance – the P&Z will review a variance for a garage

Communications / Public Relations – Trustee Windler – Present

 Spring Newsletter - last call for items to be put in the newsletter

Sewer and Water – Trustee Anderson – Not Present – Nothing at this time

Old Business: None

New Business:

 Garage Sale Dates – the dates will be May 11, 12, 13 and August 3, 4, 5; the resolution will be voted on at the next Village Board Meeting

Voice Vote Ayes: Learman, Palys, Reinhard, Windler
