Planning & Zoning Commission Recommendation/Finding of Facts - Hearing June 6, 2017

a) Review the Planning and Zoning Commission's recommendation to approve the petition submitted by St. Paul Lutheran Church. The petitioners are seeking a variation from Section 1726.050A, Size of Accessory Uses, for an increase in the maximum allowable size of an accessory use and an increase in the size of the total accessory use to build a pavilion. Subject Property is located at 601 N. Garfield St. Will require City Council action to approve or reject the Commission's recommendation.

b) Review the Planning and Zoning Commission's recommendation to approve the petition submitted by Mark and Debra Durham, The petitioners are seeking a variation from Section 17.26.050A, Size of Accessory Uses, for an increase in the maximum allowable size of an accessory use to build a garage. Subject property is located at 315 Marengo Rd, Will require City Council action to approve or reject the Commission's recommendation.

c) Review the Planning and Zoning Commission's recommendation to approve the petition submitted by The Harvard State Bank Trust Dept., Trust 387. The petitioners are seeking approval of the Final Plat of Harvard Industrial Park Phase 3 Plat, Subject property is located in Arrowhead Industrial Park. Will require City Council action to approve or reject the Commission's recommendation, Relinquish Class R1 Liquor License/Adam Gharib, Adriana's Restaurant & Lounge, d/b/a Stingerz, 703 E. Diggins St., Harvard

o Adam Gharib has submitted a letter relinquishing his Class RI liquor license for Adriana's Restaurant & Lounge, d/b/a Stingerz, 703 E. Diggins St. Action requested is to accept said letter to relinquish the license.

Class R1 Liquor License/Redjellyfish Inc. d/b/a Bunks Place, 703 E. Diggins St., Harvard

a Ward Green, Redjellyfish Inc., d/b/a Bunks Place, 703 E. Diggins St., Harvard, has submitted a Class R. Liquor License application. The background check is satisfactory. Action requested is to approve or deny the application pending payment of fees and submission of Certificate of Insuraтсе.

Special Event Liquor License/815 Pallets Inc. on July 29", 2017, at HERS Shelter from 3-8 pm

o 815 Pallets Inc. is requesting a Special Event Liquor License for Saturday, July 29", 2017 from 3-8 pm for a company picnic at the HERS Shelter'. The fees have been paid and Liquor Liability Insurance has been submitted.

Massage Therapist Licensef Tina Nebergall d/b/a LMT Massage Therapy, 18 North Ayer St.

o Action requested is to approve a resolution in recognition of Steel Heart, Ltd.'s 20/h Anniversary,

Proclamation International Overdose Awareness Day O Action requested is to approve a proclamation designating August 31, 2017, as International Overdose Awareness Day, The State Bank Group/Loan for Infrastructure Improvements in Arrowhead Industrial Park

o The State Bank Group has approved a loan to the City of Harvard in the amount of $1.3MM for infrastructure improvements in Arrowhead Industrial Park. Action requested is to authorize Mayor Kelly to sign all necessary loan documents.

Proposed Ordinance Providing for the Use of Funds Received from the Potential increase in the Property Tax Extension Limitation for the City of Harvard, McHenry County, Illinois

o Per the Park Board's recommendation, the proposed ordinance provides for the use of funds received from the potential increase in the property tax extension limitation to be allocated solely to Parks and Library expenses. Action requested is to approve the proposed ordinance, Ordinance Committee Meeting Minutes June 8, 2017
