Village of McCullom Lake President and Board of Trustees met May 23.

Here is the minutes as provided by the board:

President Shepit called the meeting to order at 7:00 P.M. – Tape recording the


meeting.

Roll Call: By the Village Clerk, Sherri L. Messina

Present: President Shepit, Trustees Bogacz, Fritz, Given, Matthesius.

Absent: Attorney Shaw and Trustee Walter

Minutes: Trustee Matthesius made a motion to approve the minutes; seconded

by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius=ayes. All in

favor, motion carried.

Bills: Trustee Bogacz made a motion to pay the bills; seconded by Trustee

Given. Voice vote: Bogacz, Fritz, Given, Matthesius=ayes. All in favor, motion

carried.

President Shepit brought up that there are two (2) businesses on McCullom Lake

Road that have never had meters put in so she is looking into how we would go

about having meters put in. The businesses are paying flat rates right now one

is paying $50.00 the other is paying $250.00.

McHenry County Department of Health is offering public bathing beach samples

which will cost us $650.00 for the season. President Shepit would like this added

to the next meeting’s agenda.

Trees should be here on or around June 1st and the board needs to figure out

where they want them placed because JULIE needs to be called out before the

trees are planted. Board members will do a walk through of the beach and

figure out where they would like them to be planted.

Communications: All board members were given a copy of an MOU

(Memorandum of Understanding) It is an agreement between McHenry County

Substance Abuse Coalition, the McHenry County State’s Attorney’s Office, the

McCullom Lake Police Department and Centegra Health Systems. The objective

is to facilitate treatment and rehabilitation of individuals suffering from a

substance use disorder or addiction.

Audience: A resident at 4903 Orchard wanted to clarify that when the Drainage

projection was put in that if the property was dug up it would be put back the

way it was found. Hers was not put back the way it was found and produced

pictures and handed them to President Shepit of her yard before and after. She

also gave President Shepit her phone number so that she could get back to her.

Garden Club – The order was placed today and the cost was a little higher than

expected but also under the $150.00. She will need a check from the Village for

$141.80 and the plants will be delivered on or around June 4th.

Complaints about Fireworks going off in the Village which there have been

numerous ones. Chief Beatty was in the audience and addressed the issue.

Chief Beatty stated that they are strictly enforcing it but the problem is that they

have to catch them lighting them off. They did arrest one person last year and

confiscated over $500.00 of fireworks.

A resident has a neighbor who is complaining about firewood that they have

stacked neatly in their back yard but the neighbor doesn’t like it and doesn’t

want to see it. There are also issues with snow shoveling in the winter time with

the same neighbor where her children/grandchildren are shoveling snow into

their driveway. President Shepit might be able to contact her son concerning

this matter.

Old Business: Re-appointment’s - President Shepit let the board know that

Treasurer Conway has resigned and she has appointed Jeanne Hansen as Acting

Village Treasurer. Re-appointmen’s of Village Attorney, Village Clerk, Police

Chief, Building Inspector, Electrical Inspector, Plumbing Inspector and Zoning

Board Chairman. Trustee Bogacz made a motion to approve all of the above;

seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius=ayes.

All in favor, motion carried.

Approve Resolution #282 – Yard Waste Sticker Increase – Trustee Bogacz made

a motion to approve the Resolution #282; seconded by Trustee Matthesius.

Voice vote: Bogacz, Fritz, Given, Matthesius=ayes. All in favor, motion carried.

Beach Parking – Discuss Guest Pass for the day and/or possible fee. There could

just be a nominal fee to cover the cost of having the passes printed. President

Shepit is having Paul look for the old beach signs that were taken down but they

might have possibly been destroyed. President Shepit will have the girl’s in the

office do an e-blast informing residents about upcoming parking passes. By

having the passes it is a way to keep track of who is parking here. There should

be no parking down at the beach without a Village sticker or parking pass. Nonresidents

could get a pass for the day but for now no fee would be charged to

see how the parking goes and the board can re-visit it at a later time. Maybe

possibly charge non-residents a yearly fee. President Shepit asked for a motion

to table this until the next meeting. Trustee Matthesius made a motion to table

the Beach Parking; seconded by Trustee Given. Voice vote: Bogacz, Fritz,

Given, Matthesius=ayes. All in favor, motion carried.

New Business: Appointment of Trustee Dan Mazurek for two (2) year term.

Village Clerk Messina did the swearing in.

Discussion: President Shepit brought up that the cost for McCullom Lake Road

would be an 80/20 split and our portion would be $104600.00. We are shovel

ready but our Road Fund only has $70,000.00 so as of right now we do not have

the funds to complete this project.

Board members received a copy of the monthly Police Report.

Neighbors Helping Neighbors will meet Wednesday June 7th here at the Village

Hall at 6:00 P.M.

Chili Cook Off was not a good turnout, though the bonfire was decent and there

were a ton of kids. Nancy suggested that they save the chili cook off until fall.

Chief Beatty has two (2) bottles of NarCan in the squad which they got with

grant money.

The Police Department on June 3rd

Chief Beatty is looking at a new squad car which will be white from Curry Motors

out of Frankfort and is looking to sell the other two squad cars outright. Trustee

Mazurek suggested Fox River Grove for selling the other squads. The window

tinting in the current squad cars is being removed for a better police image. It

was asked if maybe the police could have the windows open on the squad so

that they could hear better when they are on patrol. The Police Department is

planning on working with the kids in our community and having lots of programs

involving them such as a summer program starting June 14

from 9:30 to 12:00 will host a bicycle safety

class here at the Village. They will have the girls in the office do an e-blast on

this event.

planning on reaching out to our Senior citizens such as a Premise Alert Program

if someone needs help.

Trustee Bogacz made a motion to adjorn the meeting at 7:52; seconded by

Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek=ayes. All

in favor, motion carried.

The next board meeting will be June 13, 2017 at 7:00 P.M. at the Village Hall.
