Senate passes Rep. McSweeney-sponsored bill

State Rep. David McSweeney (R-Barrington Hills) expressed his gratitude following the Illinois Senate’s bipartisan approval of a measure he sponsored that will add sick days to the requirements of publicly disclosed payouts for certain Illinois Municipal Retirement Fund employees.

Perceived as a boost for government transparency, House Bill 303 adds unused sick time to disclosable payments for non-union public IMRG employees. Current state law allows that some employees of local governments can use their accumulated sick leave to boost their pension payments based upon their total compensation in their final period of employment.

“This is a common-sense reform that will help local governments have a better understanding of their potential pension obligations and to plan accordingly,” said McSweeney in a statement issued on May 21. "It had bipartisan support and I certainly appreciate the work Sen. Tom Cullerton [D-Villa Park] did to get the bill through the Illinois Senate.”

Under HB 303, any accumulated sick time will require discussion in a public meeting. This would prompt the amount of the benefit, retirement date and the eventual liability for the government of the boost to be disclosed to the public.

The legislation passed unanimously in both legislative houses and now awaits Gov. J.B. Pritzker’s signature.
