Village of Lakewood Board of Trustees met July 9.

Here is the agenda provided by the board:

The Village Board Meeting was called to order by President Stephan at 7:00 p.m. at RedTail Golf Club. Present were Trustees Augustine, Berman, and Younge. Trustees Eddy, Odom, and Ulrich were absent. Also present were Chief Administrative Officer Jeannine Smith; Village Clerk Janice Hansen; Village Attorney Michael Smoron; Police Sargent Todd Richardson; and a few members of the public.

PUBLIC COMMENTS: Ted Tollefsen of 333 Melrose Lane had sent to the Village Board an email on May 13, 2019 asking when Melrose Lane was going to be resurfaced and received no response. He was disappointed and would like to know when this issue will be addressed. Melrose Lane has been patched but this is not sufficient. The Village Board owes its residents a road plan addressing road repairs and resurfacing schedules.

Jack Gryzcka of 7121 Braemar Circle asked the Village Board to address the status of vacant home at 9718 Partridge. There is grass is unkempt, the home needs to be painted, and the pool cover is filled with stagnant water breeding mosquitos.

President Stephan is aware of the condition of the Village streets. Public Works has rated and established an order of resurfacing the streets. Staff will forward this information to Mr. Tollefsey.

President Stephan has visited the home on Partridge Lane. Legally the Village cannot drain the pool or do any repairs not approved by the Bank. There is a status hearing at McHenry County Courthouse regarding this issue; it is a very long process. Attorney Smoron commented that the Village has the owners address in Lake in the Hills and can forward a letter citing him for the condition of the pool and the home. Staff can ask permission to paint the home and drain the pool.

CONSENT AGENDA: The following were considered and enacted on a single motion by Trustee Berman, seconded by Trustee Younge:

APPROVAL OF MINUTES: June 25, 2019 Regular Village Board Meeting and June 25, 2019 Executive Session

APPROVAL OF BILL LIST: None

APPROVAL OF FINANCIAL STATEMENTS: None

Voting Aye: President Stephan; Trustees Augustine, Berman, and Younge. 

Voting Nay: None.

Absent: Trustees Eddy, Odom, and Ulrich. Motion declared carried.

ITEMS REMOVED FROM THE CONSENT AGENDA: None

APPROVAL OF ORDINANCE 2019-23 – AN ORDINANCE AMENDING VARIOUS SECTIONS OF CHAPTER 15, TRAFFIC, OF THE LAKE MUNICIPAL CODE: President Stephan commented that residents within the Woods of Turnberry have a concern with traffic along Longmoor Drive; that motorists approaching the subdivision at 40 mph are taking the turn too quickly and damaging property. Also, there is a request to reduce speed limits on Bard Road from 40 mph to 30 mph and 30 mph to 25 mph respectively.

Trustee Berman, seconded by Trustee Augustine, moved to approve Ordinance No. 2019-23. Voting Aye: President Stephan; Trustees Augustine, Berman, and Younge. Voting Nay: None. Absent: Trustees Eddy, Odom, and Ulrich. Motion declared carried.

REPORTS: Chief Administrative Officer Jeannine Smith mentioned to all the Special Event at RedTail Golf Club on July 13, 2019 at 7 p.m., the movie night featuring Avengers. All are welcome to this free event.

President Stephan commented on a possible cost effective solution to the east side surface water issues. There can be the placement of a center sewer line when repaving certain streets; such as Hampshire. He asked for a general consensus of the Board of Trustees if this process should be pursued. All agreed.

EXECUTIVE SESSION: At 7:35 p.m., Trustee Augustine, seconded by Trustee Younge, moved to enter into Executive Session. Voting Aye: President Stephan; Trustees Augustine, Berman, and Younge. Voting Nay: None. Absent: Trustees Eddy, Odom, and Ulrich. Motion declared carried.

Discussion ensued regarding the collective negotiating matters between the Village and its employees or their representatives, or deliberations concerning salary schedule for one or more classes of employees.

Trustee Berman, seconded by Trustee Younge, moved to exit Executive Session and return to the regular Village Board Meeting. Voting Aye: President Stephan; Trustees Augustine, Berman, and Younge. Voting Nay: None. Absent: Trustees Eddy, Odom, and Ulrich. Motion declared carried. The Executive Session Meeting adjourned at 7:49 p.m.

REPORTS AND/OR ACTIONS FROM EXECUTIVE SESSION:

APPROVAL OF RESOLUTION NO. 2019-R21 – A RESOLUTION APPROVING THE VILLAGE CHIEF OF POLICE EMPLOYMENT AGREEMENT BETWEEN THE LAKEWOOD CHIEF OF POLICE AND THE VILLAGE OF LAKEWOOD, MCHENRY COUNTY, ILLINOIS:

Trustee Augustine, seconded by Trustee Younge, moved to approve Resolution No. 2019-R21. Voting Aye: President Stephan; Trustees Augustine, Berman, and Younge. Voting Nay: None. Absent: Trustees Eddy, Odom, and Ulrich. Motion declared carried.

Newly appointed Chief of Police Todd Richardson thanked the Board of Trustees for their confidence in appointing him to Chief of Police. He commented that he has big shoes to fill with the departure of Chief Roth. He intends to continue to make the Police Department a professional service to the Village. He will also continue progression and succession that Chief Roth instituted during his tenure.

With nothing further to discuss, Trustee Augustine, seconded by Trustee Younge, moved to adjourn the meeting. Voting Aye: President Stephan; Trustees Augustine, Berman, and Younge. Voting Nay: None. Absent: Trustees Eddy, Odom, and Ulrich. Motion declared carried. The Meeting adjourned at 7:53 p.m.
