City of Crystal Lake City Council met Sept. 17.

Here is the minutes provided by the council:

Call to Order 

City Clerk Nick Kachiroubas called the meeting to order at 7:30 p.m.

Roll Call 

Councilmembers Ellen Brady, Ralph Dawson, Haig Haleblian and Brett Hopkins were present. Mayor Aaron Shepley, Councilwoman Cathy Ferguson and Councilman Cameron Hubbard were absent. City Clerk Nick Kachiroubas was present.

Also present were City Manager Gary Mayerhofer, City Attorney John Cowlin, Director of Finance George Koczwara, Director of Community Development Michelle Rentzsch, Director of Public Works Mike Magnuson, City Engineer Abby Wilgreen, and Deputy Chief of Police Tom Kotlowski,

Pledge of Allegiance

 City Clerk Nick Kachiroubas invited members of American Legion Post 171 to lead the Council and the audience in the Pledge of Allegiance.

Mayor Pro-Tempore 

City Clerk Nick Kachiroubas asked the Council to entertain a motion to appoint a Mayor Pro Tempore in Mayor Shepley's absence. Councilman Hopkins moved to appoint Councilwoman Ellen Brady Mayor Pro-Tempore. Councilman Ralph Dawson seconded the motion. On roll call, all present voted yes. Motion passed.

Proclamation 

Mayor Pro-Tempore Brady recognized the 100th Anniversary of the William Chandler Peterson American Legion Post 171 in Crystal Lake, which was founded in September 1919.

Commander Tom Aellig thanked the City of Crystal Lake for the honor and for all of the support with the Memorial Day Parade throughout the years.

Approval of Minutes 

Councilman Hopkins moved to approve the minutes of the September 3, 2019 Regular City Council meeting. Councilman Haleblian seconded the motion. On roll call, all present voted yes. Motion passed.

Accounts Payable 

Councilman Hopkins moved to approve the Accounts Payable in the amount of $2,150,554.96. Councilman Haleblian seconded the motion. On roll call, all present voted yes. Motion passed.

Public Presentation 

Mayor Pro-Tempore Brady asked if anyone in the audience wished to speak on matters of general public interest or concern not included in the regular agenda, advising they would be given an opportunity to speak when the agenda item was considered.

Diana Kenney, from Downtown Crystal Lake Main Street, encouraged everyone to attend the Johnny Appleseed Festival in Downtown Crystal Lake on Saturday, September 28, 2019 from 9:00 a.m. to 4:00 p.m.

Mayor's Report 

None.

City Council Reports 

Councilman Hopkins invited people to volunteer for the Habitat for Humanity 24-Hour Build-A Thon at Fox Valley Farms on McHenry Avenue on October 11-12, 2019, On-line registration is available at the Fox Valley Farms website.

Consent Agenda 

Councilman Hopkins moved to approve a Consent Agenda consisting of Items 10a and 10b, with the addition of the continuation of Item 11, Purchase of Commercial Chassis Fire Rescue Pumpers, to the October 1, 2019 City Council meeting, and Item 12. Councilman Haleblian seconded the motion. Mayor Pro-Tempore Brady asked if anyone in the audience wished to comment on any of the listed items, noting that without any objection, they would most likely be approved. Mayor Pro-Tempore Brady clarified the reason for continuing Item 11 to the next meeting.

On roll call, all present voted yes. Motion passed.

10. a. Approved the issuance of a Class 16 Temporary Liquor License to the Knights of Columbus Council #10678, St. Elizabeth Ann Seton Church Oktoberfest, October 5, 2019.

b. Adopted a resolution authorizing signs to be placed along the City right-of-way recognizing Crystal Lake South High School's Christian Olsen as the 113-Pound, Class 2A, 2019 State Wrestling Champion.

11. Continued the Purchase of Commercial Chassis Rescue Pumpers to the October 1, 2019 City Council Meeting.

12. Adopted an Ordinance approving renewal of a cable franchise agreement and authorizing the City Manager to execute an agreement with Comcast of Northern Illinois for a cable franchise agreement.

Council Inquiries and Requests 

Mayor Pro-Tempore Brady asked for Council feedback regarding hosting a Summer Sprint on Saturday, July 25, 2020 for the Crystal Lake Rowing Club at Three Oaks Recreation Area. She said the event would run from about 7:00 a.m. to about 3:00 p.m. No other boats would be able to be on the water at the same time. Fees would not be waived for parking, and the beach would not be impacted. Overflow parking would be located at the old Walmart site.

Mayor Pro-Tempore Brady stressed not renting boats could be a negative, and asked Deputy City Manager Eric Helm about additional concerns. Mr. Helm mentioned parking, but this has be accommodated for past events with overflow parking and other arrangements. Mayor Pro Tempore Brady said the club hoped the Sprint can grow into a regional event. Councilmembers present indicated they would be willing to hear the request. Mayor Pro-Tempore Brady said the Rowing Club would bring the event before the City Council for formal approval in January.

Champion from Crystal Lake South High School.

Adjourn There being no further business, Councilman Hopkins moved to adjourn the meeting at 7:41 p.m. Councilman Haleblian seconded the motion. On voice yote, all present voted yes. Motion passed.
