City of Woodstock City Council met Oct. 15.

Here is the minutes provided by the council:

A regular meeting of the Woodstock City Council was called to order at 7:00 PM on Tuesday, October 15, 2019, by Mayor Brian Sager in the Council Chambers at Woodstock City Hall. He welcomed those present.

Mayor Sager explained the consent calendar process and invited public participation. He noted, as is the City’s policy, this meeting is being live streamed with a recording archived should members of the public wish to view it in the future.

City Clerk Smiley confirmed the agenda before the Council was a true and correct copy of the published agenda.

A roll call was taken.

COUNCIL MEMBERS PRESENT: Darrin Flynn, Lisa Lohmeyer, Wendy Piersall, Jim Prindiville, Gordon Tebo, Michael Turner, and Mayor Brian Sager.

COUNCIL MEMBERS ABSENT: none.

STAFF PRESENT: City Manager Roscoe Stelford, Assistant City Manager/Finance Director Paul Christensen, City Attorney TJ Clifton, Public Works Director Jeff Van Landuyt, Building and Zoning Director Joe Napolitano, Economic Development Director Garrett Anderson, Opera House Managing Director Daniel Campbell, Chief John Lieb, Library Director Nick Weber, City Planner Darrell Moore, Library Staff Member Martha Hansen, Economic Development Coordinator Krista Coltrin, Communications Manager/Grant Writer Terry Willcockson, Building and Zoning Office Manager Donna Limbaugh, Public Works Staff Members Mark Stoll, Phil Lechner, and Aaron Grosskopf, and several members of the Woodstock Police Department.

III. RECOGNITION

1. Employee Service Awards

Mayor Sager stated the City’s employees are a huge part of service to the community, its residents and businesses, noting Woodstock has a strong and professional group of employees. He stated he is happy they have chosen to work in Woodstock and happy to recognize a group of individuals who have been with the City for a number of years and are celebrating service anniversaries this year.

Mayor Sager then honored all employees celebrating 5, 10, 15, 20, 25, and 30-year anniversaries with the City of Woodstock, stating he is honored to recognize them and invited them forward to be recognized and receive their service awards.

All were recognized with hearty applause.

In particular, Mayor Sager and Chief Lieb recognized Officer Cory Fink not only for his 20 years of service, but also in celebration of his retirement from the Woodstock Police Department, presenting him with his retirement plaque and wishing him all the best on the next phase of his life.

Officer Fink was recognized with hearty applause.

Mayor Sager stated there is a strong family connection that makes it possible for these employees to service the City, thanking them also.

2. Proclamation – Manufacturing Month – October

Mayor Sager stated Woodstock recognizes that the manufacturing community is a pivotal portion of the business community and economic vitality of the City, noting these individuals have made the conscious effort to locate and grow in Woodstock as producers and employers.

Without objection, the City Council approved and adopted A Proclamation Honoring Manufacturing Month in Woodstock – October 2019.

Mayor Sager called forward representatives from Catalent, Charter Dura-Bar, and Frawley LED, noting the firms represented by these individuals have national and international presence. He expressed his gratitude to them and to all manufacturers for choosing Woodstock as their home.

Mayor Sager read the Proclamation for all to hear, which was recognized by hearty applause.

3. Proclamation – Philanthropy Month – November

Mayor Sager stated the City is pleased to recognize another essential element of our community. Without objection, the City Council approved and adopted A Proclamation Honoring

Philanthropy Month in Woodstock – November 2019.

Mayor Sager stated it is heartwarming to know there are so many organizations within Woodstock and the region dedicated to making sure good works happen by their generosity in terms of financing, time, effort, and dedicated service.

Mayor Sager read the Proclamation for all to hear and asked representatives from the Community Foundation of McHenry County, United Way, Friends of the Library, Friends of the Old Courthouse, Woodstock Musical Theater Company, and the Chamber of Commerce, representing philanthropic organizations in Woodstock, to stand. This was recognized by hearty applause. He then asked all those present who have contributed to Woodstock by being in or working for any organization or in a capacity that has contributed to the community in this way to stand. Nearly the entire audience stood, which was recognized by hearty applause.

4. Donation Presentation – Friends of the Old Courthouse

Noting the City invests in its assets, Mayor Sager stated various Friends groups have been formed and are very helpful in terms of meeting some of the financial obligations for these projects.

Mayor Sager asked those members present from the Friends of the Old Courthouse to come forward.

Julie Miller, President, introduced the other members of the Board and noted it is their pleasure to present the City of Woodstock with a check for $20,000 to be used for the restoration of the Old Courthouse. She stated they will continue raising awareness of the rich historic value to the community and continue to hold fundraising efforts on behalf of the Old Courthouse.

Mayor Sager stated it is easy to hold the check, but hard to hold the fundraising efforts. He stated it required hours of dedicated service to bring in this revenue to support this historic facility and thanked them on behalf of the City. This was recognized with hearty applause by all.

5. Donation Presentation – Woodstock Musical Theater Company

Mayor Sager noted he was actively involved with this group for many years and stated some of his best memories of his life come from working with the Woodstock Musical Theater Company and the wonderful people here tonight who he invited forward. He noted there has been a coalescing of the Woodstock Musical Theater Company and Townsquare Players into a new group – Theater 121 - stating this is a passing of the torch to a new group of people. He thanked the individuals present for their many years of leadership of WMTC.

Kathy Comella stated the groups have been working for two years to combine. She stated she is only the third President of WMTC in its 45-year history, noting Mayor Sager also served as President.

Ms. Comella stated as a legacy for WMTC, they have decided to contribute to a concession area in the Community Room of the Opera House for the enjoyment of its patrons. The representatives of the WMTC presented the Mayor with a check for $12,000 toward this project. Daniel Campbell thanked them for this presentation, stating they have put a lot of work into the Opera House and made this community better and brighter. He thanked them for their many years of service.

Mayor Sager thanked everyone who participated in all of this evening’s presentations, expressing his gratitude for the many individuals in the community at large.

IV. FLOOR DISCUSSION

A. Public Comment

Michelle Thimios, District Director for Representative Lauren Underwood, wished to inform those present that Representative Underwood has located an office on Russel Court, which is open every day from 9:00 AM to 5:00 PM, with Staff also available after hours once per month. She stated Staff will be present to help residents work through red tape and to ensure this Congressional District receives its fair share of funds. She then noted some of the work they have been doing for the residents of the District. Ms. Thimios provided information on the committees on which Representative Underwood serves, and of the work she has been doing on various bills.

Mayor Sager thanked Ms. Thimios for her presence and expressed the City’s gratitude for locating the District Office in Woodstock.

B. Council Comment

There were no comments forthcoming from the City Council.

IV. CONSENT AGENDA

Motion by M. Turner, second by G. Tebo, to approve the Consent Agenda.

In response to a question from Mayor Sager, there were no items removed from the Consent Agenda by the Council or a member of the Public.

D. MANAGER’S REPORT NO. 143

1. Ordinance – Liquor License – Kishwaukee Brewery Inc., - Approval of Ordinance 19-O-80, identified as Document 1, An Ordinance Amending Section 3.3.6, Classification of Licenses; Number and Fees of the Woodstock City Code, which would increase the number of Class I liquor licenses by one (1) for Kishwaukee Brewery Inc., in Cold Headers Business Park, Woodstock, contingent upon fulfillment of all identified requirements.

2. Ordinance – McHenry County Gang Task Force IGA Renewal – Adoption of Ordinance 19-O-81, identified as Document 2, An Ordinance Approving an Intergovernmental Agreement Continuing Participation in the McHenry County Gang Task Force.

3. Annual Purchase of Squad Cars – Authorization to purchase the CIP budget expenditures for three (3) 2020 Ford Utility Police Interceptor vehicles at the cost of $32,740 each for a total cost of $98,222 from Currie Motors, Frankfort, IL through the NWMC Suburban Purchasing Cooperative and $10,000 for all necessary associated upfit costs.

4. Ordinance – Retail Single-Use Bag Program Amendment – Approval of Ordinance 19-O-82, identified as Document 3, An Ordinance Amending the Woodstock Municipal Code Section 3.22.1 Definitions Related to the Retail Single-Use Bag Program providing a two-year exception for mobile/online orders which are delivered by the retailer or picked up onsite by the customer.

5. Ordinance – City Code Amendment Certified Officers – Approval of Ordinance 19-O-83, identified as Document 4, An Ordinance Amending Title 1, Administration, Chapter 6 Municipal Officers, Article A, City Manager, Section 1.6A.4, Duties of the City Manager and Title 2, Chapter 4, Section 2.4.4 of the City Code of Woodstock, Illinois Regarding Certified Police Officer Entry Hires.

6. Ordinance – Declaration of Surplus Vehicles – Approval of Ordinance 19-O-84, identified as Document 5, An Ordinance Authorizing the Sale of Personal Property Owned by the City of Woodstock, designating a 2008 Chevrolet Silverado 2500 and 2013 Ford Interceptor Sedan as surplus property and authorizing and directing the City Manager to dispose of said property as allowed by law.

7. Waiver of Competitive Bids and Award of Contract – Snow Removal in the Downtown – Approval to waive the requirement for competitive bids and award of contract to GRO Horticultural Enterprises Inc. for snow-removal services and Gavers Excavating Inc. for snow-loading services based upon the unit prices documented in the staff report for the 2019/2020 winter season.

8. Award – Façade Improvement Grant – 202 E. Calhoun Street – Approval of award of a Façade Improvement Grant to provide for 50% of the exterior improvement costs (up to $4,200) funded from TIF #2 for paint and repair work to 202 East Calhoun Street, subject to additional specified interior improvements.

9. Award of Bid – 2019 Annual Skip Patching Program -Authorization of award of contract for pavement patching to Chicagoland Paving Contractors, INC., for an amount not-to-exceed $80,000, adhering to the unit cost specified in the contract and utilizing results from the 2019 MC-MPI joint bid.

A roll call vote was taken on items A through D-9. Ayes: D. Flynn, L. Lohmeyer, W. Piersall, J. Prindiville, G. Tebo, M. Turner and Mayor B. Sager. Nays: none. Abstentions: none. Absentees: none. Motion carried.

VI. DISCUSSION

1. Schedule City Council Workshop

Following a brief discussion, it was the consensus of the City Council to hold a Special City Council Workshop on Thursday, December 19 at 3:30 PM

There were no changes, additions, or deletions to the tentative future agendas.

Lohmeyer, to adjourn this regular meeting of the Woodstock City Council to the next regular City Council Meeting on Tuesday, November 5, 2019, at 7:00 PM at Woodstock City Hall. Ayes: D. Flynn, L. Lohmeyer, W. Piersall, J. Prindiville, G. Tebo, M. Turner, and Mayor Sager. Nays: none. Abstentions: none. Absentees: none. Motion carried.
