Meeting called to order at 7:04 pm

Roll Call Present: Topf, McIntosh, Gay, Dycus, Learman, Palys, Reinhard, Wells, Windler

Absent: None

A quorum was established with 6 Trustees

Attorney Present

Approval of the Minutes of the Regular Board Meeting held November 6, 2019,

Corrections: Page 5, Police - Annexed Properties “are” under the Village Police Department jurisdiction.

Discuss possible refinance of SSA 9 Bonds

Village Attorney Curran informed the Board that was contacted by D.A. Davidson Underwriters of SSA 9 Bonds asking if the Village is interested in refinancing, possible to save $70,000 a year or $700,000 over 10 years. The money will go back to the residents, it will not shorten the term of the bonds but will lower the payments. Village Attorney Curran recommends refinancing. There was a consensus of the Board of Trustees to refinance the bonds of SSA 9.

 Meeting Schedules – for Board of Trustees, Planning & Zoning, Police Commission need to be posted by the Village Clerk

 Administrative Reports and Tax Abatements for SSAs – will be voted on at the next Board meeting

 New Law – Workplace Transparency Act – sexual harassment training done yearly, Department of Human Rights online course starting January 1, 2020 at no charge.

Discussion: Village Attorney Curran informed the Board it is $436,500

Resolutions:

Approval of Resolution No. 19-014, a Resolution approving and authorizing agreement for Plat of Easement and Vacation

Discussion: Village Attorney Curran informed the Board for property at 3910 Schuette, will vacate an existing storm water and septic restriction and will have a new septic restricted area, Engineering did not find any adverse effects.

 Thatcher Meadows – work still on going but no more paving for the winter

ESDA/Health: Trustee Palys – Present – Nothing at this time

Planning & Zoning Commission: Chairperson Jim Cavanaugh – Not Present – Nothing at this time

Police: Chief Crilly - Present

 Social Media Blip – people posting about a white Crown Vic so have parked the Police Crown Vic to see if can locate the one being posted about

 Serious Investigations – working through several with Detectives

 Painting Ornaments Free Event – December 10, 5-7pm, treats and refreshments

General Affairs: Trustee Reinhard – Present

 CDBG Grant Application – Thanked Treasurer Gay for finishing the 2020 Grant Application, if goes through all the steps will get money late 2020 or early 2021 for second lift on Elm Street

Public Works: Chuck Bissell, Public Works Director– Present

 Salting – light salted one morning

 Leaf Pick Up – the last leaf pick up went smoothly

 Vandalism – 2 Village Signs, on roads and one park sign

Sewer and Water: Trustee Windler – Present – Hand Out

 Water Systems – operating in compliance

Communications/Public Relations: Trustee Wells – Present

 Newsletter – went online 2 days ago
