City of Harvard Administration Committee met Nov. 9.

Here are the minutes provided by the committee:

Chairwoman Haderlein called the meeting to order at 6:30 pm.

Committee members present: Alderwoman Haderlein, Alderman Carncross, Alderman Gorman and Alderman Perkins.

Also, present were Mayor Michael Kelly, City Administrator Nelson, Deputy Chief of Police Tyson Bauman, Code Enforcement Officer Anne Nutley, and Jose Saucedo.

Public Comment

None

Proposed Ordinance Amending Section 6.18.X, Small Wireless Facilities

Administrator Nelson went through the summary of changes in the Small Wireless Facility ordinance. This change in the code is precipitated upon a change at the FCC. Our Attorneys drafted the ordinance along with their other clients so we could share the cost and came up with this proposal.

Motion made by Alderman Gorman seconded by Alderman Carncross to adopt the proposed ordinance as presented. All Ayes motion passed.

Proposed Ordinance Amending Section 12.04, Dogs & Cats

This is a carry-over topic from months ago. Administrator noted the changes in the code and Alderman Carncross noted that this is what he was looking for when he first proposed a change. Motion by Alderman Carncross, seconded by Alderman Gorman to adopt the ordinance as presented. All Ayes motion passed.

Noise Ordinance

Alderwoman Haderlein presented a memo to the committee about the noise ordinance and her thoughts on the matter. There was discussion about enforcement, the use of the decibel meters, and the complaint process. Deputy Chief Bauman addressed the enforcement concerns and the complaint process to the committee. Jose Saucedo feels that the use of a sound amplification devise in backyards is not appropriate and that the City should not issue sound permits at all.

Motion made by Alderman Gorman seconded by Alderman Perkins to limit sound permits to two (2) times per year per physical location and limit the time to 10:00 p.m. with the ordinance to be presented to the City Council at its next meeting. All Ayes motion passed.

Library IGA

Alderwoman Haderlein updated the Committee on the progress of the IGA with the Library. Alderwoman presented the memo prepared by Karen Sutera, Library Director. After lengthy discussion the committee directed Administrator Nelson to use this document as the main points into an agreement form. Administrator Nelson will consult with the City’s Corporate Counsel and then report back to the Committee.

New Business

None

Motion by Alderman Gorman seconded by Alderman Perkins to adjourn the meeting. All ayes Meeting adjourned at 7:43 pm.
