Village of Lake in the Hills Board of Trustees met May 25.

Here are the minutes provided by the board:

Call to Order

The meeting was called to order at 7:30 pm.

Roll call was answered by Trustees Huckins, Harlfinger, Bojarski, Anderson, Murphy, and President Bogdanowski.

Motion to allow Trustee Dustin to attend telephonically was made by Trustee Huckins and seconded by Trustee Bojarski. On roll call vote, Trustees Anderson, Murphy, Bojarski, Harlfinger, and Huckins voted Aye. No Nays. Motion carried.

Also present were Village Administrator Shannon Andrews, Assistant Village Administrator Ashley Eccles, Chief of Police Mary Frake, Finance Director Pete Stefan, Public Works Director Ryan McDillon, Parks & Recreation Director Trevor Bosack, Director of Community Development John Svalenka, Village Attorney Brad Stewart, and Village Clerk Shannon DuBeau.

The Pledge of Allegiance was led by President Bogdanowski.

Consent Agenda

This portion of the agenda contains several items that will be acted upon in one Motion unless any Trustee wishes to remove an item. For members of the public, copies of the agenda are available at the entryway.

A. Motion to accept and place on file the minutes of the May 9, 2023, Committee of the Whole meeting.

B. Motion to accept and place on file the minutes of the May 9, 2023, Village Board meeting.

C. Motion to waive the provisions of Section 43.09, “Noise” from 6:00pm until 10:30pm, suspend enforcement activities to allow the installation of temporary signage on Henry Lane, and allow parking for approximately 250 guests for the event being held by Club 400 on August 17, 2023, at 3090 Henry Lane.

D. Motion to suspend enforcement activities from June 1, 2023, until June 19, 2023, to allow the installation of temporary signage at the intersections of Lakewood Road & Miller Road, Miller Road & Haligus Road, Miller Road & Swanson Road (Southside) and Miller Road & Randall Road for the Meadowbrook Subdivision Neighborhood Garage Sale from June 15, 2023, to June 18, 2023.

E. Motion to pass Ordinance No. 2023- ____, An Ordinance Allowing Temporary Sale of Packaged Beer for Licensed Establishment.

F. Motion to pass Ordinance No. 2023- ____, An Ordinance Granting a Variation to reduce the Minimum Front Yard for an attached Garage at 332 Hiawatha Drive.

G. Motion to pass Ordinance No. 2023- ____, An Ordinance Amending that certain Ordinance No. 2022-29, Granting a Variation to Section 16.7 Table 5 – Signs Permitted, at 220 N. Randall Road, PIN 19-30-276-006, to allow for a Sign.

H. Motion to pass Ordinance No. 2023-____, An Ordinance Authorizing the Approval of a Ground Lease between the Village of Lake in the Hills and Edmund Kraus for PAP08.

I. Motion to pass Ordinance No. 2023- ____, An Ordinance Authorizing the Approval of a Ground Lease between the Village of Lake in the Hills and David Hall for PAP-47.

J. Motion to pass Ordinance No. 2023- ____, An Ordinance Authorizing the Approval of a Sublease between the Village of Lake in the Hills and World Resolutions, LLC d/b/a Pilot Flight Training Courses.

K. Motion to approve the Village support requests from the People for Parks Foundation of Lake in the Hills for the 2023 McHenry County Century Ride on May 28, 2023.

Motion to approve the Consent Agenda items A-K was made by Trustee Harlfinger and seconded by Trustee Huckins. On roll call vote, Trustees Anderson, Dustin, Bojarski, Huckins, Murphy, and Harlfinger voted Aye. No Nays. Motion carried.

Approval of the Schedule of Bills

Motion to approve the May 26, 2023, Schedule of Billstotal of all funds $242,607.32 was made by Trustee Harlfinger and seconded by Trustee Huckins. On roll call vote, Trustees Bojarski, Murphy, Huckins, Harlfinger, Anderson, and Dustin voted Aye. No Nays. Motion carried.

Motion to approve the April 2023 Manual Bills total of all funds $938,855.86 was made by Trustee Harlfinger and seconded by Trustee Huckins. On roll call vote, Trustees Dustin, Huckins, Bojarski, Anderson, Murphy, and Harlfinger voted Aye. No Nays. Motion carried.

Village Administrator and Department Head Reports Director Bosack announced that the Lynn Dillow Park playground installation is complete. On Saturday, May 27th, Indian Trail Beach will open for the season; hours are 10:00 am - 7:30 pm. Director Bosack reminded all that the 2023 McHenry County Century Ride will take place on Sunday, May 28th at Sunset Park. New signs have been posted around the lake requiring permits for fishing and stickers for boats.

Board of Trustee Reports

Trustee Harlfinger urged the formation of an ad hoc committee focused on Lake in the Hills’ history and preservation. President Bogdanowski asked staff to research committee options used by other villages.

A motion to adjourn the meeting was made by Trustee Harlfinger and seconded by Trustee Huckins. All in favor by voice vote.

There being no further business to discuss, the meeting of the Lake in the Hills Board of Trustees was adjourned at 7:38 pm.
