Village of Lake in the Hills Committee of the Whole met Aug. 22.

Here are the minutes provided by the committee:

Call to Order

The meeting was called to order at 7:30 pm. Present were Trustees Huckins, Dustin, Harlfinger, Bojarski, Anderson, Murphy, and President Bogdanowski.

Also present were Village Administrator Shannon Andrews, Assistant Village Administrator Trevor Bosack, Chief of Police Mary Frake, Finance Director Pete Stefan, Public Works Director Ryan McDillon, Director of Community Development John Svalenka, Village Attorney Brad Stewart, and Village Clerk Shannon DuBeau.

The Pledge of Allegiance was led by Algonquin/Lake in the Hills Chamber of Commerce Board Chairman Sean Cratty.

Audience Participation

James Dixon addressed the Board regarding a previous concern over pedestrian safety along Oak Street. He stated that he has seen a positive effect from the caution sign and enforcement that was put into place.

Jason Lebar pitched the idea of repurposing the horse farm on Pyott Road near the food pantry as a village square similar to downtown Huntley. He described a communal area with music and coffee shops. President Bogdanowski asked Administrator Andrews to have a further discussion with Jason prior to the finalization of the Comprehensive Plan.

Administration

Request to Approve a Resolution Appointing a Delegate and Alternate Delegate to the Intergovernmental Risk Management Agency

The Village has been a member of the Intergovernmental Risk Management Agency (IRMA) since December 31, 2010. It is a risk sharing pool consisting of local municipalities and special service districts in northeastern Illinois which have joined together to manage and fund their property, casualty, and workers’ compensation claims. Per the Village’s contract and the IRMA bylaws, the Village must appoint a Delegate and an Alternate Delegate to serve as the Village’s voting member of the Board of Directors.

With Trevor Bosack recently assuming the role of Assistant Village Administrator, the attached Resolution has been prepared for your consideration. The Resolution extends the appointment of Village Administrator Shannon Andrews as the Delegate and adds Assistant Village Administrator Trevor Bosack as the Alternate Delegate, to represent the Village on the Board of Directors of IRMA.

Staff recommends a motion to Approve a Resolution Appointing a Delegate and Alternate Delegate to IRMA. Motion was made to place this item on the Village Board Agenda.

Request to Approve an Ordinance Amending Chapter 33, Section 33.08B “Number of Licenses Issued” of the Municipal Code

Staff is requesting the approval of an Ordinance to increase the number of Class A Liquor Licenses in the Village from eight (8) to ten (10). The Village recently received two liquor license applications for the following businesses:

• Rinconcito De Veracruz, Inc. (“Rinconcito”) 2122 W. Algonquin Road

o Effective: September 1, 2023

• Eviva, Inc. d/b/a Hillside (“Hillside”) 2102-2104 W. Algonquin Road

o Effective: November 1, 2023

While Rinconcito recently opened, they would delay the sale of liquor until September 1, 2023. Hillside is not expected to open for a number of months but would like to secure their license with an effective date of November 1, 2023. The Board may recall that both businesses previously attended recent Board meetings to review their plans for including video gaming in their business plans. Each business must first secure a liquor license before a video gaming application can be submitted.

The Ordinance, which is attached to the agenda, amends Section 33.08B of the Municipal Code, providing for two additional Class A Liquor Licenses for Rinconcito and Hillside. A Class A Liquor License allows for the retail sale of alcoholic liquor in restaurants, hotels, or country clubs, for consumption on the premises where sold.

Financial Impact

The $2,000.00 fee for the Class A Liquor License is prorated for the remaining months of the 2023/2024 liquor license term, bringing the cost to $1,333.33 for Rinconcito, effective date 09-01-23, and $1,000.00 for Hillside, effective date 11-01-23.

Staff recommends a motion to approve an Ordinance amending Chapter 33, Liquor Control and Liquor Licensing, Section 33.08B “Number of Licenses Issued” of the Lake in the Hills Municipal Code to increase the Class A Liquor Licenses allowed within the Village from eight to ten.

Motion was made to place this item on the Village Board Agenda.

Board of Trustees

Trustee Murphy announced that the Summer Sunset Fest planning is being finalized.

President

President Bogdanowski announced that he will issue a proclamation and confirm two Parks & Recreation Board re appointments at Thursday’s Village Board meeting.

Adjournment

There being no further business to discuss, the Committee of the Whole meeting was adjourned at 7:42 pm.
