City of Harvard City Council will meet on March 24.

Here are the agenda provided by the council:

1. Call meeting to order

2. Roll Call

      Verify Quorum is present. Five (5) members must be physically present to achieve quorum.

3. Authorization for City Council Member to Attend Meeting Electronically Pursuant to Section 2.05.H – Electronic Attendance at Meetings Rule

4. Public Comment

      The public is invited to make an issue-oriented comment on any matter of public concern not otherwise on the agenda. Individuals wishing to address the City Council are invited to come forward to the podium and be recognized by the Mayor; provide their name and address for purposes of the record, if willing to do so. Public comment is restricted to no longer than 3 minutes in duration. Interrogation of the City staff, Mayor or City Council will not be allowed at this time, nor will any comment from the Council. Personal invectives against City staff or elected officials are not permitted.

5. Consent Agenda

      Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member or member of the public requests that an item be removed from the consent agenda for separate action.

      Motion to approve the Consent Agenda as presented:

      a. Regular City Council Meeting Minutes of February 24, 2026

      b. Infrastructure Committee Meeting Minutes of February 12, 2026

      c. Administration Committee Meeting Minutes of January 21, 2026

      d. Arbor Day Proclamation

      e. Appoint Bianca Gonzalez to the Library Board

      f. Appoint Yadira Padilla to the Planning & Zoning Commission

6. Individual Action Consent Agenda Items

       City Council Action on any item removed from the consent agenda.

7. Administer Oath of Office for Clayton Brennecka, Building and Planning Director

8. Recognition Harvard Junior Hornets Volunteer Coaches

      Coaches: Brad Swanson, Tyler Roesner, Andrew Hanson, Johnathan Brummett, Rachel Peters, Aaron Cruz, and Clayton Brennecka

9. CMAP/Epstein Bike and Pedestrian Plan Presentation

10. Proposed Tax Levy Abatement Ordinance Amendment

       The abatement is meant for those revenue bonds issued for the water system, TIF District, Police Pension, and Road Bond Program pledged revenues are sufficient to pay for the principal and interest. 

      Recommendation: “Motion to adopt the proposed Tax Levy Abatement Ordinance amendment.”

11. Payment of Bills

       “Motion to approve payment of the bills in the amount of $487,111.64.”

12. Class B Liquor License Application with Extended Saturday & Sunday Hours

       Hanif Mussdiq & Jamal A. Chaudhary, One Stop Mart, LLC, has submitted an application for a Class B Liquor License with extended Saturday and Sunday hours. Action requested is to approve or deny the application pending submission of fees and insurance.

13. Outdoor Market Application- Sergio Flores Cruz -Rolling Ice Cream, LLC

       Sergio Flores Cruz, owner of Rolling Ice Cream LLC is requesting permission to operate a Mobile Food Truck at Milky Way Park during the 2026 calendar year. The Outdoor Market License Application has been submitted and fees have been paid. Action requested is to approve or deny the request.

14. Viejitos Car Club – Cars & Coffee Event – June 6, 2026

       Motion to approve the request from Viejitos Car Club to host a “Cars & Coffee” event on June 6, 2026, during the Downtown Business Alliance Farmer’s Market, including a waiver of the two-hour parking restriction and use of parking spaces on Ayer St. (Block 16–29), or alternatively the parking lot at 205 E. Front St.

15. Staff Recommendation – Memorandum of Understanding Between The City of Harvard and The School Board of Education of Harvard Community School District 50.

       Recommendation: “Motion to approve the Memorandum of Understanding Between the City of Harvard and the Board of Education of Harvard Community Unit School District 50 regarding Police Access to School Video Surveillance for Emergency Response and Criminal Investigation.”

16. Infrastructure Committee Recommendation – 2026 Road Program – Sidewalk Retaining Wall Analysis

       Motion to approve Christopher B. Burke Engineering’s proposal to include the west side of Lincoln Street as part of the base project and the east side as an alternate, allowing flexibility based on bid results, at an estimated additional cost of $200,000.”
