A Regular Meeting of the Board of Police Commissioners (BOPC) of the City of Woodstock was called to order at 5:00 p.m. by Chairman Giordano on Monday, March 6, 2023 in the Woodstock Police Department Community Room. A roll call was taken by Rebecca Cox. Minutes were taken by Rebecca Cox.

Others Present: None

Commissioner Troc made a Motion to approve the minutes of the December 5, 2022 Regular Meeting; second by Chairman Giordano. Motion approved.

Department Update 

A. BOPC Police Recruit Testing/Hiring

Only one name remains on the 2022 new hire list. Per BOPC December Meeting, run testing again in summer 2023. Chief Lieb would like applicants to come with a valid POWER card to complete written testing on site at Woodstock Police Department. Chief Lieb will correspond with HR for written testing on either July 15 or July 22, 2023.

Sgt. Josh Rapacz had his first recruiting event at College of Lake County on March 1, 2023. He and other officers will attend 4-5 more events to help build applicant leads for July and future testing.

B. Pre-Certified Officer Hiring Program

Edward Harrell-Diaz, Deputy for Milwaukee County is in the pre-hiring process. Expect him to be in Field Training sometime between end of March and Mid-April, 2023

C. Field Training Status Update on Probationary Officers

Jarod Baker is currently in phase 2 of 4 for field training and doing well. Three Officers currently in probational status.

Laterals

Levy: As of 4/2023 off of probation. Moved to afternoons for 2023. Frederick: As of 6/2023 off of probation. Moved to afternoons for 2023. Zero: As of 9/2023 off of probation. Moved to days for 2023.

D. Update on Organizational/Personnel Issues and Change(s) Woodstock has had two departures since the last meeting.

Josh Fourdyce left for a position with the East Dundee Police Department on January 22, 2023. Jarod Baker was hired to fill Josh’s vacancy.

Fred Eiselstein officially retired on February 1, 2023. His replacement, Edward Harrell-Diaz, is in the pre-hiring process.

Sgt. George Kopulos became Detective Sergeant in January. Det. Richard Dolan became Sergeant Dolan in January as well.

Motion by Chairman Troc second by Chairman Giordano, to adjourn the meeting of the Board of Police Commissioners. Motion approved. Meeting adjourned at 5:20 p.m. on March 6, 2023 in the Police Department Training Room.
