D. MANAGER’S REPORT NO. 284:
1. Ordinance – Donations Policy (284a)
Approval of an Ordinance, Amending Title 3, Business and License Regulations, of the City of Woodstock, IL, City Code, to add a new Chapter 25, Donations Policy.
2. Ordinance – Tree Ordinance (284b)
Approval of an Ordinance Revising Chapter 4.1, Article A of the City Code to Update the City’s Tree Protection Provisions and Revising Chapter 4.1.3.12 of the City Code Related to Nuisance Abatement and Liens.
3. Resolution – Contract Award – Professional Services for Stage Left Renovation (284c)
Approval of a Resolution authorizing the City Manager, or his designee, to execute a professional services agreement, subject to final review and approval by the City Attorney, with Farr Associates of Chicago, IL for Architectural and Engineering Services related to the Stage Left Renovation, in an amount not to exceed $101,000.
4. Resolution – Contract Award – 2026 Softener Salt (284d)
Approval of a Resolution authorizing the City Manager, or his designee, to execute a contract with Midwest Salt, LLC of West Chicago, IL for the purchase and delivery of water softener salt at the unit price of $129.28 per ton for all purchases in calendar year 2026.
5. Resolution – Contract Award – Arctic Wolf Cyber Security (284e)
Approval of a Resolution authorizing the City Manager, or his designee, to execute all documents required for Arctic Wolf Managed Detection and Response services provided by NobleTec, LLC, at a total cost of $82,500 over the next three years, subject to final review and approval by the City Attorney’s Office.
6. Resolutions – Exclusive Negotiating Agreement with Murphy Development Group and an Inducement Resolution for the Die Cast Site (284f)
a. Approval of a Resolution authorizing the City Manager, or his designee, to execute an Exclusive Negotiating Agreement between the City of Woodstock and Murphy Development Group for the Redevelopment of the Die Cast Site
b. Approval of a Resolution to Induce the Redevelopment of certain Property Within the Proposed Woodstock Tax Increment Financing (TIF) District #3 (Die Cast Redevelopment Site).
7. Reallocation of Unused Budget Funds – CivicServe Software Platform (284g)
Approval of the reallocation of $8,500 of unused funds budgeted for the “Shop, Dine, Save & Win” program to support early implementation of the CivicServe software platform in FY25/26.
V. DISCUSSION
A. Transmittal of FY25/26 Second Quarter Financial Reports
1. Second Quarter Revenues and Expenditures Report; and
2. Second Quarter Investment Report.
B. Art Fair 2026 Contract Renewal
Approval of the proposed Woodstock Art Fair Letter of Understanding, which addresses key concerns identified by attendees, staff, and the City Council, to move forward with Amdur Productions for the 2026 Art Fair on the Square event.
