In 2024, the Lake in the Hills Police Pension Fund placed 567th among Illinois’ most underfunded police and fire pension systems, the Illinois Department of Insurance (IDOI) reported.

The fund, operating within Illinois’ Village or Township pension system framework, listed total pension liabilities of $57,166,439 and actuarial assets of $53,741,753.

This establishes a funding ratio of 94%, indicating the fund was short by 6.0% of the assets needed to fully meet its retirement obligations.

This shortfall created an unfunded pension liability of approximately $3,424,686 for the system.

The Illinois Department of Insurance oversees data collection and publication for local police and fire pensions. These systems are financially supported by each municipality’s residents.

As of 2024, Illinois included 363 police and 300 fire pension funds, with some municipalities managing both types, while others oversee just one.

Some municipalities are free from unfunded pension debt. In 2024, 64 municipalities maintained complete funding for police or fire pension obligations and were therefore not ranked.

Police and fire pension commitments, also called “pension benefits,” are a form of deferred compensation. While municipal officials pledge retirement income to public safety workers, adequate funding sometimes falls short from employees or taxpayers, contributing to municipal pension debt. This places future financial obligations on residents. Local governments primarily use property taxes for their pension contributions, as detailed in the IDOI’s records.

Police and fire pension funds statewide showed an average funding ratio of 65.1% in 2024, underlining notable funding declines across many local safety retirement funds.

Glencoe Firefighters Pension Fund reported Illinois’ lowest funding level, with a ratio of only 0.9%.

The Savoy Firefighters Pension Fund led the state as the most well-funded system, presenting a funding ratio of 797.7% and $149,803 in actuarial value, considerably surpassing its liabilities.

Illinois’ statewide pension debt increased by $1.5 billion in 2024, totaling $143.7 billion, according to the Commission on Government Forecasting and Accountability. This marked the third consecutive annual increase and brought the total just under its 20-year high of $144.2 billion in 2020.

Data from the State Department of Insurance Public Pension Division shows that suburban and downstate pension systems across Illinois recorded $12.1 billion in unfunded actuarial liabilities in 2024, with a group funding ratio of 49.18%. This indicated less than half the actuarial assets required to meet retirement commitments.

Research by the Equable Institute in 2024 found Illinois attributed nearly 20% of its GDP to unfunded pension liabilities, the highest share in the country. 

The Illinois Policy Institute, a nonpartisan research group, pointed out that this trend is increasing the taxpayer burden. According to the group, contributions by taxpayers to state pension funds grew from $614 million in fiscal year 1996 to $11.2 billion in fiscal year 2025.
