Illinois State Senator Craig Wilcox released a Capitol Report on Mar. 23 outlining several issues affecting residents, including the state’s affordability ranking, new legislation for fiscal transparency and death certificate reporting, as well as updates on public library security grants and tax filing procedures.
Wilcox’s report comes at a time when many Illinoisans are concerned about rising costs and legislative changes that could impact daily life. The report highlights survey findings, recent bills in the legislature, and state initiatives aimed at addressing these challenges.
A recent survey commissioned by Current found that most Americans believe there is a cost-of-living crisis nationwide. According to the research cited by Wilcox, only 27 percent of Illinois respondents consider the state affordable—a figure similar to California and New York. The survey also indicated that more than half of those surveyed struggle with timely bill payments or affording basic necessities such as groceries.
The report also discusses Senate Bill 2094, which would amend the Illinois Fiscal Note Act to ensure lawmakers have access to fiscal impact information before voting on legislation. This bill aims to increase transparency by requiring that requests for fiscal notes cannot be dismissed by chamber vote. Fiscal notes estimate how proposed laws might affect state revenues or spending.
Another measure mentioned is Senate Bill 3937, which seeks to expand death certificate reporting requirements under Illinois’ End-of-Life Options for Terminally Ill Patients Act. If passed, it would require death certificates to reflect both a patient’s terminal illness and their use of medical aid in dying while clarifying that such deaths are not classified as suicide or homicide.
Wilcox’s update includes news about a new public library security grant program administered through the Illinois Secretary of State’s office. Libraries can apply for up to $100,000 per agency for technology-based safety improvements like cameras or alarms using funds from Senate Bill 1550 signed into law last year.
Taxpayers are also advised about changes in U.S. Postal Service postmark practices that may affect tax filings this year; documents mailed close to deadlines may need manual postmarks or alternative submission methods recommended by IDOR.
Wilcox was elected as a Republican senator representing Illinois’ 32nd District in 2018 after succeeding Pamela Althoff according to official records.
