Woodstock Public Library issued the following announcement on May 1.
The cost for upgrading to full-service library cards at the Woodstock Public Library for Rural Woodstock Public Library District residents (persons residing outside the city limits of Woodstock but within the boundaries of Community Unit School District 200) has increased by $5. This rate goes into effect May1, 2018. Individual cards for every member of the family 5 years of age or older are issued for this $40 fee.
Current Full-service Card holders may renew their card(s) before June 1, 2018, and have the cards extended one calendar year from the current expiration date at the previous year’s rate ($35). The amount charged for the upgrade is based on the taxes paid by the residents of the City of Woodstock for operating the library minus the taxes paid by the residents of the District. Any taxes that are paid by city residents for the library building and furniture are not included in the calculation.
Residents of the Rural Woodstock Public Library District are entitled to a free “Basic Card” for each member of the family, living at the residence, and five years of age or older. The Basic Card allows the card holder to check out five items at any one time, place holds on Woodstock Public Library materials, download books, audiobooks, and magazines from the library’s digital download services, and access the library’s databases, including genealogy and language learning programs. Basic Card holders are not able to request materials from other libraries nor can they use their card at other Illinois libraries.
Upgrading to a Full-service Card, by paying the $40 upgrade charge, entitles the card holder to additional privileges, including: check out up to fifty items at any one time, request materials from other libraries, and use the library card at other Illinois libraries.
The nonresident fee for library cards for persons residing outside the boundaries of Community Unit School District 200 remains $150 per household per year. This fee is based on both the operating costs and building costs.
Persons who own property within the city limits but live outside the city are entitled to one card per tax parcel by presenting the tax bill and identification which links the person to the tax bill. The amount of taxes paid on this city property can be used to “pay” all or part of the Rural User Fee.
