LEPC

           No Public Comment

           Incidents – One

           LEPC Chairman – Position is open

           LEPC Composition per the Administrative Code

           o Increased challenge to LEPC and Chief Elected Official response plan for each facility

Mutual Aid Partners

Centegra – Scott Anderson: Northwestern Memorial HealthCare and Centegra Health System merger

has been signed.

CHUG – Tom Smith: New Executive Director; Senate Bill 2232/Health Care-direct impact on IEMA.

IAEM – David Christensen: Conference on Oct. 19-24, 2018 in Grand Rapids, Michigan.

IEMA – Michael Borcky: IEMA Training Summit will be Sept. 4-6, 2018 at the Bank of Springfield

Center; Regional meeting Thursday in Kankakee; Lisa Anderson is now the Region 3 Staff Development

Specialist.

IESMA - David Christensen: Dawn Cook is the New President of the Association.

IPHMAS – Patricia Corn: Conference June 11-12, 2018; MCDH is in the process of looking for a new

Director.

IPWMAN – Ed Markison: Securing MOU’s with MABAS and ILEAS.

Salvation Army – Brenda McCoy: Preparing flood kits if needed.

-Director Christensen reviewed the recent Court House full-scale exercise held on May 5, 2018.

-McHenry County Emergency Operations Plan-Director Christensen reviewed the current Hazardous

Materials-Warning and Evacuation plans.

-Highlights from the attached annex:

      Illegal drug labs have been previously discovered in the county

      Numerous industries and businesses use chemicals that pose a threat to their own private

         property and employees. These industries and businesses are required to provide Material

         Safety Data Sheets (MDSD) to the emergency response agencies which may encounter these

         chemicals during response on private property

       As required by law, each site and transportation route where hazardous materials are stored,

         transported, used or disposed of must have an emergency plan in case of a release to the

         environment

      If an evacuation is recommended because of an emergency, a large percentage of the

         population receiving notification in an effected area will relocate voluntarily when advised to

         do so by local authorities (NOTE: We do not have a reverse notification TV, radio, Nixle App,

         sirens, or Emergency Alert Systems.)

      Not everyone in an effected area will receive notification of protective action in a timely

         manner. The actual proportion of those receiving notification depends on several factors,

         including time of day, day of week, and methods of notification.

      Regulated facilities report chemical inventories at or above reportable quantities using the

         Online Tier II Reporting System to IEMA.

      If public warning is needed and beyond the first responder’s ability to issue door-to-door

         warnings, the Incident Commander can request that EOC initiate alert and warning messages to

          the public using the NOAA all hazard radios, Emergency Alerting System (EAS), CMAS and other

          warning methods available.

Reviewed various sections of.70.80.90 and.100 administrative code for Hazardous Materials.
