City of Harvard Water and Sewer Committee met Oct. 9.

Here is the minutes provided by the committee:

Chairman Burlingame called the meeting to order at 7:10 pm. Committee members present: Chairman Ron Burlingame, Alderwoman Bona Heinsohn and Alderwoman Tammy Herrera. Alderman Opper was absent. Also present were Mayor Kelly, Alderman Raul Meza and Community Development Director Santeler. Elvis Henson, Sheila Henson and Kelly Henson Schulz were present on behalf of the petitioner.

Elvis Henson Petition for Variation from Section 13B.02.D, Use of Sewers Required and Section 13B.03.B, Use of Water Facilities Required, for property located at 20908 McGuire Rd.

Kelly Henson reviewed their petition for a variation from Section 13B.02.D, Use of Sewers Required and Section 13B.03.B, Use of Water Facilities Required, for property they purchased in February located at 20908 McGuire Rd. The sewer is 750’ away and water is 550’ away. The petitioners would like to repair both the existing well and septic to service the single family home. When the property is developed, the petitioners would extend the 8” main across the property, abandon both the well and septic to the house and hook up to City water and sewer.

Community Development Director Santeler reviewed the size requirements and his opinion of probable cost of approximately $40,000 to connect to City water and sewer.

Alderwoman Herrera, Alderman Burlingame and Alderman Meza were in favor of granting the variation due to the distance to connect, provided that when the property is developed, the house will be hooked up to City water and sewer. Alderwoman Heinsohn brought up discussion of the homeowner who was recently forced to hook up to City sewer. In the case mentioned by Alderwoman Heinsohn, the homeowner simply had to connect from the street to his house which was less than 50’ away. Mayor Kelly indicated he could support approval of the variance as the distance of the sewer and water presents a true hardship, with a requirement that the petitioner is required to hook up upon development of their property.

A motion was made by Alderwoman Herrera, seconded by Alderman Burlingame to recommend to the City Council that the variation be approved. Community Development Director Santeler recommended that the motion include a requirement that all appropriate permits from the county be secured. Committee members voting aye: Alderwoman Herrera and Alderman Burlingame. Alderwoman Heinsohn voted no.

Motion approved two to one. Kelly Henson related they are in the process of securing all the necessary county permits.

A motion was made by Alderwoman Heinsohn, seconded by Alderwoman Herrera to adjourn the meeting. All ayes. Motion passed.

Meeting adjourned 7:30 pm.
