I - CALL TO ORDER
Mr. Gilmore, President, called the meeting to order at 7:00 p.m.

IV - RECOGNITION
1. IHSA Wrestling Class 2A State Tournament Qualifier – Isaiah Vela
Congratulations went to Woodstock North wrestler Isaiah Vela for qualifying for the IHSA Class 2A Individual State Wrestling Final Tournament. Isaiah, a WNHS junior who wrestles in the 138-pound weight class, finished in 2nd place at the IHSA Deerfield Individual Sectional Tournament. Isaiah’s regular- season record for the year was 42-6, which is the most wins in a single season in WNHS history. The State tournament took place February 20-22, 2020 at the State Farm Center in Champaign, Illinois.
2. WHS Girls Basketball – 1,000 Career Points – Emma Brand
Woodstock High School senior Emma Brand joined a very elite club on January 23, 2020, during the WHS Girls Varsity Basketball game against Richmond-Burton High School. Emma, who has also been named KRC All- Conference, scored her 1,000th high school career point during the game. Congratulations went to Emma on this outstanding basketball career accomplishment!
3. IHSA Girls Basketball Class 3A Queen of the Hill Three-Point Showdown – Lacey Schaffter
District 200 once again will be represented at the State “Queen of the Hill” Three-Point Showdown. Woodstock North Thunder sophomore Lacey Schaffter made nine three-pointers at the Crystal Lake South Sectional on February 27, 2020, which placed her in the top four to advance. Congratulations went to Lacey, who will shoot next on March 5, 2020 at Illinois State University’s Redbird Arena during the preliminary round of the Three- Point Showdown. Finals are scheduled for Friday, March 6, 2020.
4. IHSA Boys Swimming State Finals – 200-yard Medley Relay Team
District 200 was proud to be represented at the IHSA Boys Swimming State Finals by the District 200 Co-op Boys 200-yard Medley Relay Team. The team placed fifth at the February 22, 2020 Sectional at Stevenson High School in Lincolnshire, earning a trip to the State Finals held in Evanston on February 28-29, 2020. Congratulations went to these accomplished swimmers:

5. IHSA Boys Swimming State Finals – Quinn Cynor
District 200 Co-op swimmer Quinn Cynor, a junior at WHS, how has four State medals, earned over the past two seasons! In his third consecutive trip to State, Quinn swam in two championship finals on February 29, 2020, placing third in the 200-yard freestyle, and fifth in the 100-yard backstroke. Quinn’s time of 1:37.47 in the 200 set a personal best for him, and tied the best finish in program history. Congratulations went to Quinn on another exceptional season.
MOTION – Moved by Dr. Farris and seconded by Mr. Homuth to introduce the following resolution: WHEREAS, the Board of Education of Woodstock Community Unit School District 200 wishes to recognize the contributions of these individuals, and WHEREAS, District 200 has benefited as a result of these accomplishments; NOW THEREFORE BE IT RESOLVED, that the Board of Education of Woodstock Community Unit School District 200 hereby bestows special recognition and a certificate of achievement on behalf of the citizens of the District, with roll call vote as follows:

V - COMMUNICATIONS
There were no public, staff or Board communications.
VI - SUPERINTENDENT’S REPORT
1. Dr. Moan introduced Stephanie Watson, the new principal at Olson
Elementary School. Mrs. Watson is currently an assistant principal in Palatine and received overwhelming support from the Olson staff and District administration. Mrs. Watson is replacing retiring principal Diana Frisbie.
2. Dr. Moan informed the Board that this afternoon staff attended in-district professional development activities.
3. Dr. Moan informed the Board that as a proactive measure, families and staff have been asked to complete a district survey if they have plans to travel abroad over spring break.
VII - MONITORING REPORT
1. ChallengerLearningCenterUpdate(OnFile)
Assistant Superintendent Keely Krueger shared with the Board the progress of the Challenger Learning Center, curriculum and summer opportunities that are currently available to students as well as future plans.
Mrs. Krueger explained that to date, 140 full missions and 21 half missions have been completed with another 103 full missions and 10 half missions scheduled this year. In addition, 136 full missions and 4 half missions have already been scheduled for next year. Mrs. Krueger shared positive feedback from visitors as well as highlighted upcoming summer camps, the development of additional STEM activities, and the new Lunar Quest mission. Mrs. Krueger added that additional opportunities for District 200 students include plans for middle school and after-school programs.

IX - NEW BUSINESS
1. Review of Debt Management and Refunding Plan (On File)
Dr. Moan explained that District 200 currently has eleven outstanding bond issues with various repayment schedules to go out to levy year 2032, fiscal year 2034. Administration has been working with the district’s financial advisors, PMA Securities, to develop short-term and long-term plans to mitigate the effect of the current bond repayment structure. A representative from PMA Securities was present at the meeting to discuss debt management options and answer questions.
Dr. Moan pointed out that the Board will have the opportunity to further discuss the proposed management options and refunding plan as well as review any additional options requested by the Board at upcoming Board of Education meetings.
