Village of McCullom Lake Board of Trustees Met Oct. 27.

Here is the minutes provided by the board:

President Shepit called the meeting to order at 7:00 P.M.

Pledge of Allegiance

Roll Call: By the Village Clerk, Sherri L. Messina

Present: President Shepit, Trustees Bogacz, Fritz, Given, Matthesius, Walter

Absent: Attorney Shaw, Trustee Mazurek

Minutes: Trustee Matthesius made a motion to approve the minutes with minor corrections; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor motion carried.

Treasurers Report: Trustee Bogacz made a motion to approve the Treasurers Report; seconded by Trustee Matthesius. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor motion carried.

Communications: President Shepit has the Illinois Risk Management Association bill which is coming due in December and is $30118.00 there will no increase for this year. Option #1 they offer a 1% discount if paid early by November 20, 2020. Option #2 is to pay the full amount by 12/18/20 or Option #3 is to pay in two installments. This will be added to the next meeting’s agenda.

Audience: Mr. Gates wanted to thank Neighbors Helping Neighbors for helping him get his roof done. He truly appreciated the help.

Garden Club ladies have 12 trees that were donated. There’s 8 Spruce, 2 Maple Trees, 1 Red Cedar and 1 other kind of Spruce Tree. They would like to plant them on Village property and would like to know where the Village board would like them planted so they have a chance to make it before it gets too cold outside. Deputy Clerk Prehn felt that Paul would be best to show them some spots. President Shepit stated that if anyone had suggestions they could text her with ideas. Trustee Matthesius suggested replacing one of the dead trees by the beach and possibly using the property at Gate 1 as a nursery for the rest of the trees and then they can be planted elsewhere next spring.

New Business: Fine of $150.00 for Landlord’s not completing Landlord Reporting Forms on time. Deputy Prehn stated that packets are sent out to all Landlords in the first quarter of the year and we have 115 rental properties in the Village. She only received 45 back. A second notice was sent out and they received 21 more which is a total of 66. The Village needs to know how many people are staying in each home so that the sewer bill can be billed out accordingly. It’s not fair to residents that are paying the correct portion when others are not because the Landlords are not responding to the letters. The tenants are the ones being penalized by having their sewer bill increased to the maximum amount when the Village finds out that someone is renting yet there are no penalties in our Ordinance against the Landlord for not completing the form and sending it in. We have some great Landlord’s and other Landlord’s have been abusing this for years. It was suggested to have our Ordinance amended and that a fine of $500.00 be added into it against the Landlord and a $100.00 dollars added each month if they do not comply. President Shepit will talk to Attorney Shaw. Trustee Walter made a motion to table this until the next board meeting; seconded by Trustee Fritz. Voice vote: Bogacz, Frits, Given, Matthesius, Walter=ayes. All in favor, motion carried.

Police Body Camera’s – Police Station and Village Hall Camera’s. Chief Beatty joined the meeting via speaker phone. The Police body cameras need to be replaced because they have stopped working and they can no longer transfer any data. The proposal everyone has in front of them will work with what we have been using and the cameras are activated when the lights come on or it is turned on manually. This is good for self-protection for our Officers. We have also been with this company for the last seven (7) years. Trustee Bogacz made a motion for the purchase of two (2) body cameras for $1215.00; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor, motion carried.

Village camera’s – We can purchase eight (8) camera’s for $799.00. The Police department already has an extra computer and monitor. The labor for the installation which will be hardwired and will keep everything internal and the labor time is being donated by Kent Prehn. Trustee Bogacz made a motion to purchase the Village camera’s; seconded by Trustee Given. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor, motion carried.

Discuss Purchasing Village Truck – President Shepit stated that we have had this truck at least 23 to 25 years. It is no longer safe and Paul cannot even get out of the driver’s door. We need a one ton dump truck the problem is, is that it won’t fit in the Village garage. Trustee Matthesius suggested getting a hut to store it in. Adam Vick who is attending the meeting suggested checking on Source Well where they can put out a bid for you that has government pricing. Trustee Bogacz made a motion to table this until the next board meeting; seconded by Trustee Given. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor, motion carried.

Discussion: President Shepit let board members know that this was Trustee Given’s last official meeting because she is moving. In her place President Shepit will be appointing Adam Vick at the next board meeting. Trustee Given was thanked for her service to our community and she will be missed.

Trustee Fritz brought up the Pumpkin Decorating that was held at the Knoll. It was not such a huge turnout but the Trunk or Treat that was also held at the Knoll was a really good turnout. The Neighbors Helping Neighbors bonfire unfortunately had to be cancelled.

Trustee Bogacz made a motion to adjourn the meeting at 7:47 P.M.; seconded by Trustee Given. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor, motion carried.

The next Village board meeting will be November 24, 2020 at 7:00 P.M.
