D. MANAGER'S REPORT NO. 217:

1. Ordinance – 110 S. Johnson Street – Special Use Permit for a Place of Worship (217a) Approval of an Ordinance approving a Special Use Permit to allow a Place of Worship at 110 S. Johnson Street.

2. Ordinance – Graham Enterprise & Redevelopment Agreement – Route 47 – BP Gas Station (217b) Approval of an Ordinance approving a redevelopment agreement by and between the City of Woodstock, McHenry County, Illinois and Graham Enterprise, Inc., Red Crown Investments, LLC – 155, and Red Crown Investments, LLC - 855 subject to final review and approval by the City’s TIF Legal Counsel.

3. Resolution – CDBG 2023 – Emricson Park ADA Restroom Facility (217c) Approval of a Resolution authorizing submission of the CDBG grant application Emricson Park ADA Restroom facility for a total project cost of $159,600, requiring a City match of 20% or $31,920.

4. Resolution – Die Cast Site – Exclusive Developer (217d) Approval of a Resolution designating Chicago Hubs Realty, LLC as the exclusive developer in connection with the redevelopment of certain property within the Woodstock TIF #2 – Downtown & Route 47 Redevelopment Project Area.

5. Contract Award – Design of Softener #2 – First Street Water Treatment Plant (217e) Approval to accept and execute a proposal with Baxter & Woodman, Inc. to provide design and construction administration services for repairing the water softeners at the First Street Water Treatment Plant at a total cost not to exceed $40,400.

6. Contract Award – Recreation Center Brick Facade Improvement Project (217f) Approval to award a contract for services to Counsel Construction, LLC, Wonder Lake, IL to repair and replace the brick façade on the Woodstock Recreation Center for a total cost of approximately $27,300.

7. Contract Award – Variable Frequency Drive Replacements – Water Treatment (217g) Approval to award a contract for equipment replacement and upgrade services for Variable Frequency Drives (VFDs) at the Water Treatment Plants to Concentric Integration, LLC, Wonder Lake, IL for a cost not to exceed $60,800.

8. Contract Award – Water Treatment Plant Softener Salt (217h) Approval to award a contract for the purchase and delivery of water softener salt to the lowest responsible bidder, Midwest Salt, LLC, West Chicago, IL at the bid unit price of $130 per ton for all purchases throughout the calendar year 2023.
