Village of Johnsburg President and Board of Trustees met Oct. 18.

Here are the minutes provided by the board:

President Hettermann called the meeting to order at 7:01 p.m. in the Village Hall.

AUDIENCE PARTICIPATION -

Diane Barrett (2117 Salem Ave / Oakland Subdivision HOA President) inquired to Village Board after introduction relatively new to Village of Johnsburg, moved from Elgin area, in past roles identified President for 100+ unit townhouse. She identified here activity to guard rails, fencing, and interested in improving the subdivision. She explained the new board is taking steps to collect past due assessments. In summary her goals for the subdivision regarding road condition and sewer she was made aware for said side of the bridge. She asked what can we do for our roads? Possible some further research for grant money, seawalls, some of the garbage cleaned up. Identifying neighbors parcels with abandon boats, hot tubs, etc…Stated she spoke via email to Administrator Sofiakis regarding easement for community signage, permitting and possible easements.

Village President Hettermann advised the Village Staff would look further into the matter and will be reaching out timely; however, number assessments and easements take time to develop and further conversations will happen. Ongoing conversation have taken place with neighboring parcel owners. Staff will be reaching back.

OMNIBUS AGENDA - Trustee T. Curry moved to approve the Omnibus Agenda. Trustee S. Letzter seconded the motion. All Trustees voted aye on the roll. Motion carried.

∙ Move to approve the minutes of the October 4, 2022 meeting of the President and Board of Trustees

∙ Move to approve Pay Request #1 to Geske in the amount of $534,698.92 for the 2022 Road Program

∙ Move to approve Positive Pay Agreement with McHenry Savings Bank

∙ DISBURSEMENTS

∙ General Fund $ 493,606.75

∙ Motor Fuel Fund $ 0.00

∙ Waterworks & Sewage Fund $ 5,931.80

∙ Golf Course Fund $ 77.35

∙ Land & Building Fund $ 0.00

∙ Debt Service/SSA Fund $ 5,794.25

∙ Total All Funds $ 505,410.15

Village President asked Trustee G. Klemstein to elaborate regarding Positive Pay agreement with McHenry Saving Bank.

Trustee G. Klemstein in summary advised both fraud checks were under $5000, attempt to via cashing check via mobile application. Violation in banking protocols and the banks should return the funds back to Village Funds. Another set of security measure through banking. Working with outstanding check still not processed. Concerns regarding what was the tolerance set at, what systems are they putting in place. The old process of ink doesn’t work with no day system with mobile app picture signature. Positive pay is through the bank after being asked by Trustee S. Letzter regarding who manages the software. Remote capture process, tested at other banks. Attempting criminals learn the logic on variance of disbursements. Village has controls in place to avoid this issue moving further. Reg-E violation is a mandate in Banking World.

Motion carried 7:18 p.m.

PRESIDENT’S REPORT – President Hettermann reported on saving the date for Village of Johnsburg Holiday Party, all invites should have received an email advising Friday, December 2, 2022. Further advised the following Board schedule and event with the anticipation of scheduling and holidays for the remainder of 2022:

ADJOURNMENT – Trustee S. Letzter moved to adjourn the meeting. Trustee B. Foreman seconded the motion. All Trustees voted aye. Motion to adjourn was carried at 7:22 p.m.
