1. Ordinances – Adoption of Updated Building Codes (218a) Approval of the following Ordinances updating the various building codes for the City of Woodstock:
a) An Ordinance Amending Title 7, Chapter 1 of the Woodstock City Code and Adopting the 2021 International Building Code and 2021 International Residential Code for One- and Two-Family Dwellings; DOC. 1

2. Ordinance – Lakewood Boundary Agreement Extension (218b) Adoption of an Ordinance approving an Intergovernmental Agreement between the City of Woodstock and the Village of Lakewood amending and extending the existing Boundary Agreement. DOC. 6
3. Resolution – Local Improvements – IDOT Right-of-Way (218c) Approval of a Resolution pertaining to maintenance work and local improvements within a State right-of-way during calendar years 2023 and 2024. DOC. 7
4. Resolution – Supporting Tax Increment Financing (TIF) (218d) Approval of a Resolution in support of Tax Increment Financing. DOC. 8
5. Variation Request – 980 Dakota Drive (218e) Denial of a request for a Variation to all Accessory Structures (Shed and Raised Garden Beds) within a Conservation and Drainage Easement at 980 Dakota Drive.
6. Agreement – Woodstock Community Choir (218f) Approval of an agreement with the Woodstock Community Choir, designating the Choir as the Official Choir of the City of Woodstock and detailing their specific use of the Woodstock Opera House for a period of two years, 2023-2024, inclusive of an annual stipend in the amount of $4,000 per fiscal year.
7. Professional Services – Square Audio System (218g) Approval of an agreement with Professional Audio Designs, Wauwatosa WI, to provide audio design services for sound system improvements to the Park in the Square, with funding allocated in the FY22/23 CIP at a total cost of $23,300
8. Professional Services – 311 Lake Avenue – Environmental Remediation (218h) Approval of a professional services agreement with GZA GeoEnvironmental, Inc. from Oak Brook, Illinois, who provided the most inclusive proposal submitted for environmental remediation work at 311 Lake Avenue in an amount of $35,000
9. Professional Services – Nutrient Assessment and Reduction Plan (218i) Approval of the proposal submitted by Fehr Graham Engineering & Environmental for the development of a Nutrient Assessment and Reduction Plan (NARP) at the North Wastewater Treatment Plant for a total cost not to exceed $143,365, subject to final review and approval of the agreement by the City Attorney’s Office.
10. Fleet Purchasing – Facilities Transit-150 Cargo Van (218j) Approval of the purchase of one new 2023 Transit-150 Cargo Van from Morrow Brothers Ford for a total cost of $49,890.
11. Change Orders – Old Courthouse & Sheriff’s House Project (218k) Authorization for the City Manager to approve various Change Orders with Bulley & Andrews related to the Old Courthouse & Sheriff’s House Renovations in the amount of $575,894.74.
V. DISCUSSION:
1. Transmittal of FY23/24 – FY32/33 Capital Improvement Program Transmittal of the City’s ten-year Capital Improvement Program (CIP).
