City of Woodstock Board of Building Construction met Nov. 2.

Call to Order

A meeting of the Board of Building Construction was called to order at 7:07 p.m., Wednesday November 2, 2022. Members present were: Tom Lafontaine, Tom Tierney, and Matt Hedges. City staff present was: Ken Barkulis. Members not present: John Kohler.

Approval of Minutes

Motion by Vice Chairman Lafontaine to approve the minutes from the September 29, 2022 meeting seconded by member Kohler. All ayes, motion carried.

Agenda Item 4.

The request to consider adoption of the 2021 ICC I-Code edition and amendments to the Woodstock City Code. Administrative and editorial changes to the Woodstock City Code directly affected by the adoption of the I-Codes will be needed

Vice Chairman Lafontaine opened the discussion stating the information provided in the Code Update Presentation was informative and in line with the boards’ request for more information and cost impact analysis. Member Tierney stated the changes outlined are mostly administrative and would likely have little impact on general construction practice. Vice Chairman Lafontaine agreed with that statement and added the cost impact analysis aligned with typical industry changes. Member Hedges added that the proposed amendments to the International Fire Code were mostly editorial and had little impact on current construction methods with few exceptions, notably; specifying a location for equipment already required by the Fire Code. Liaison Barkulis added that the changes proposed within the City Code were editorial and helped to clear up changes between the code editions.

Member Tierney stated he believed that the information provided in the Code Update Presentation represented a complete picture of important changes and admitted most of the information provided was above his understanding of the code. Vice Chairman Lafontaine agreed that the body of information was expansive and greater than his understanding of the code. Both concluding the impact of the adoption of a new version of the ICC codes likely has a net neutral affect of the typical construction within the City of Woodstock. Liaison Barkulis added that most new non residential construction considers recent code editions in design parameters based on other municipalities enforcing the most current edition. He added that the impact on residential construction is in deck design and will likely be handled with each submittal for construction. Member Hedges agreed that the design build projects likely meet most if not all criteria as industry tries to keep up with more recent code editions.

Vice Chairman Lafontaine asked if there was anything else members wanted to discuss regarding the code update information. Members Hedges and Tierney stated they had no other questions or comments. Vice Chairman Lafontaine asked Liaison Barkulis if there was anything else to add to the discussion. Liaison Barkulis stated he had no further comments also.

Vice Chairman Lafontaine moved, and member Hedges seconded a motion to approve the recommendation to adopt the 2021 I-Codes and administrative changes to the Woodstock City Code associated to the adoption of the 2021 I-Codes.

Tom Tierney: Aye

Matt Hedges: Aye

Vote was unanimous, Motion to approve the recommendation to adopt the 2021 I-Codes is granted.

Adjournment

Motion by Vice Chairman Lafontaine, seconded by Member Tierney, to adjourn. All ayes, motion carried. Meeting adjourned at 7:30 p.m.
