City of Harvard Administration Committee met Nov. 9.

Here are the minutes provided by the committee:

The Administration Committee meeting was called to order 6:30 pm. Committee members present: Chairwoman Lisa Haderlein, Aldermen Dan Carncross, Charlie Gorman, and Matt Perkins. Also present were Mayor Michael Kelly, Finance Director Deb Bejot and City Administrator Dave Nelson

Public Comment

None

Review Section 27.06, Fireworks

There was discussion concerning chapter 27.06 and how it should be applied to not-for-profit groups and other units of government. Administrator Nelson noted that perhaps this should be a ministerial act of the Mayor’s office seeing how we always approve anyway after the fact. Motion made by Alderman Carncross seconded by Alderman Gorman to amend chapter 27.06 Fireworks to include an exception that would allow not-for-profits and other units of government to apply for a Fireworks permit directly to the Mayor’s office, and to grant the Mayor the authority to issue said permit.

All Ayes motion passed. Administrator Nelson will report back to the Committee.

Administerial Approval of NFP Events/Licenses

The Committee had a discussion about making the issuance of liquor licenses to not-for-profits a ministerial act handled by the Mayor’s office. Motion made by Alderman Carncross seconded by Alderman Perkins to draft an ordinance that would allow the Mayor’s office to issue liquor licenses to not-for-profits. All ayes motion passed

Draft Ordinance Amending Section 2.05, Meetings, to Provide Call-In Procedures for Public Meetings

The Committee reviewed the ordinance that was presented to them. All of the language looks good but one section concerning verbatim should really be added to the ordinance. The Committee directed Administrator Nelson to add a section in the ordinance to include this language. Motion made by Alderman Gorman Seconded by Alderman Carncross to add the verbatim section. All ayes motion passed.

Draft Ordinance Park Board Recommendation for Dog Park/Off Leash Locations Language was provided to the Committee as it relates to having a separate section in the municipal code that relates to dog parks. There was a lot of questions and discussion concerning this and the Committee would like to delay this ordinance change until a representative of the Parks Committee, and the Park Superintendent can attend the next meeting.

New Business

Next meeting was called for December 7, 2022 6:30 p.m.

Motion made by Alderman Perkins Seconded by Alderman Gorman to adjourn the meeting. All ayes motion passed.

Meeting adjourned at 7:13 pm.
