City of Harvard Administration Committee met April 11

City of Harvard Administration Committee met April 11.

Here are the minutes provided by the committee:

Chairperson Lisa Haderlein called the meeting to order at 6:30 pm. Committee members present: Chairperson Haderlein, Alderman Dan Carncross, Alderman Charlie Gorman, and Alderman Matt Perkins. Also present were Mayor Mike Kelly, City Administrator Lou Leone, Finance Director Deb Bejot, and members of the public.

Budget Amendments 

Finance Director Deb Bejot presented various budget amendments which are basically housekeeping items before closing out the end of the current Fiscal Year 2022/2023:

A motion was made by Alderman Perkins, seconded by Alderman Carncross to recommend to the City Council approval of the budget amendments as presented. All ayes. Motion carried. Deb will make the final budget available to the City Council for review next week, pending a couple final letters.

Surplus Property Declaration 

City Administrator Leone presented a list of equipment that is no longer needed for the day-to-day operations of the City. The list includes keyboards, calculator, metal folding chairs and two wooden balloon cutouts. The electronics will be E-cycled at the pending event at Milky Way Park on April 15th and the balance of items sent to auction. A motion was made by Alderman Carncross, seconded by Alderman Gorman to recommend to the City Council approval of declaring the listed property as surplus. All ayes. Motion carried.

Proposed Ordinance Municipal Sales Tax Allocation of Funds 

City Administrator Lou Leone reviewed the proposed ordinance Allocating Funds from Non-Home Rule Municipal Sales Tax. The proposed ordinance is to set the allocation in compliance with the way the ballotmeasure was written to levy a sales tax for expenditures on public infrastructure. A resolution will be forthcoming from the City Attorney to simultaneously accompany the proposed ordinance for the City Council Meeting that will specify that the sales tax will be used for road and sidewalk improvements. A motion was made by Alderman Gorman, seconded by Alderman Carncross to recommend to the City Council approval of the ordinance as presented. All ayes. Motion carried.

Finance Director Deb Bejot departed from the meeting at 6:50 pm.

Public Works Supt. Candidates Interviews 

City Administrator Leone reported there are two final candidates for the Public Works Superintendent position: John Bartel and Robert Lamz. Both candidates went through an initial interview with Mayor Kelly and City Administrator Leone and will also go through final interviews with Mayor Kelly and City Administrator Leone separately.

Interview with John Bartel: 6:50 - 7:32 pm.

Interview with Rob Lamz: 7:35 pm – 8:15 pm.

Subsequent to each interview, City Administrator Leone advised the candidates that the Committee would be going into closed session at the conclusion of the interviews to discuss the candidates and to provide a direction and recommendation that the Committee would like to go. The goal is to finalize the process by the end of the week.

Closed Session to Discuss Section 2(c)(1) Personnel 

At 8:15 pm, a motion was made by Alderman Carncross, seconded by Alderman Perkins to convene into closed session to discuss Section 2(c)(1) Personnel to include the Mayor Kelly and City Administrator Leone.

All ayes. Motion carried.

Closed Session Action 

The Committee came out of closed session at 8:40 pm, on motion by Alderman Gorman, seconded by Alderman Carncross. All ayes. Motion carried.

The Committee provided input to the Mayor and City Administrator as discussed in closed session. The Mayor and City Administrator will negotiate salary with the chosen candidate. An appointment will be presented to the City Council for confirmation at the April City Council Meeting.

A motion was made by Alderman Gorman, seconded by Alderman Perkins to adjourn the meeting. All ayes. Motion carried.

Meeting adjourned at 8:43 pm.
