D. MANAGER’S REPORT NO. 230: 

1. Ordinance – Special Use Permit – Lot 3 Castle Road (230a) 

Approval of an Ordinance granting a Special Use Permit to allow outdoor storage of recreational vehicles on Lot 3, Castle Road. DOC. 1 

2. Ordinance – Zoning Map Amendment – 210 N. Seminary Avenue (230b) 

Approval of an Ordinance authorizing a Zoning Map Amendment from M1, Limited Manufacturing District to B3, Service and Retail District, and granting a Special Use Permit to allow an Apartment above a first-floor business at 210 N. Seminary Avenue, Woodstock, Illinois. DOC. 2 

3. Contract Award – South Plant Phosphorus Reduction (230c) 

Approval of the proposal submitted by Trotter & Associates, Inc. to provide site selection, engineering design and bid documents for the installation of a new Phosphorus Reduction System at a cost not to exceed $247,500, and the City Manager be authorized to execute a contract for these services, subject to review and approval by the City Attorney.

4. Affirmation to Award a Contract – Well #7 Emergency Repair (230d) 

Affirm the contract for emergency repair services on Groundwater Supply Well #7, utilizing Home Rule authority and waiving of bids, previously awarded utilizing the City Code’s Emergency Purchasing Authority to Layne Christensen Company, Aurora, IL, for an amount not to exceed $102,060.

5. Rejection of Bids – Woodstock High School Crosswalk Relocation (230e) 

Rejection of the sole bid for $98,163 from Alliance Contractors for the South Street Crosswalk Relocation project due to the high cost, exceeding the engineer’s estimates.

6. Change Orders – Old Courthouse (230f) 

Authorize the City Manager to Approve Various Change Orders Related to the Old Courthouse & Sheriff’s House Renovations in the amount of $421,534.50 for July with Bulley & Andrews.
