D. MANAGER’S REPORT NO. 232: 

1. Appointments of Board and Commission Members (232a) Consent of the Mayor's nominations for appointments to the City’s Boards and Commissions.

2. Ordinance – Removal of a Class C-2 Liquor License for Woodstock Post 5040 Veterans of Foreign Wars of the USA, Inc. (232b) Approval of an Ordinance amending Title 3, Chapter 3, Liquor Control, of the Woodstock City Code to remove one Class C-2 (Club – organizations with less than one thousand (1,000) members) liquor license for Woodstock Post 5040 Veterans of Foreign Wars of the USA, Inc.

3. Ordinance / Intergovernmental Agreement – Village of Hebron – Plumbing Plan Review and Inspection Services (232c) Approval of an Ordinance authorizing the City Manager to execute an Intergovernmental Agreement between the City of Woodstock and the Village of Hebron to provide plumbing plan review and inspection services, subject to final review and approval by the City Attorney. 

4. Ordinance – Amendment to Vehicle Impound Provision (232d) Approval of an Ordinance amending Section 1.7L.16, Vehicle Impoundment, Article L, Code Hearing Department, in Chapter 7, Municipal Departments, of Title 1, Administration, of the Woodstock City Code.

5. Agreement – Economic Incentive Agreement between Kunes Country C of Woodstock, Inc. and the City of Woodstock, Illinois (232e) Approval of a final agreement by and between Kunes Country Auto Group and the City of Woodstock establishing the total reimbursable project costs and authorizing the Economic Development Director to execute said agreement, subject to final review and approval by the City Attorney’s Office. 

6. Lease Agreement – Old Courthouse Center Incubator Space – Seleta Scents (232f) Approval of a lease agreement by and between Woodstock Courthouse, LLC and Seleta Scents, LLC, and authorize the City Manager to execute said agreement, subject to approval by the City Attorney.

7. Amendment – Woodstock Police Department – Extra Detail Program (232g) Approval of amendments to two sections of WPD General Order #36 “Extra Duty and Extra Detail Employment” that are in direct relation to the rate of compensation to the Officers who work the assignment(s).

8. Strategic Plan Review/Approval (232h) Approval of the FY23/24 – FY28/29 Strategic Plan with continued development, monitoring and reporting on Key Performance Indicators (KPI). 

9. Contract Award – Downtown Snow Removal Services (232i) Approval to award contracts for Downtown Snow Removal Services during the 2023/2024 winter season to:

a. Langton Group of Woodstock, IL for Snow Cleaning Services,

b. Gavers Excavating Inc. of Woodstock, IL for Snow Loading Services, and

c. Bell Cartage Corp. of Union, IL for Snow Hauling Services.

10. Contract Award – Opera House – Exterior Window and Door Restoration (232j) Approval to award a contract for the Exterior Window and Door Restoration to the lowest responsible bidder, Heritage Restoration & Design Studio from Peoria, Illinois, in accordance with the unit prices as submitted and for an amount not to exceed $887,713.

11. Contract Award – Old Courthouse Center – Refuse Collection (232k) Approval to award a three-year agreement, utilizing Home Rule authority and waiving of bids, to MDC Environmental Services, Inc. for garbage and recycling collection services at the Old Courthouse Center for a total cost of $36,000.

12. Contract Award – Water Treatment – Filter Flow Control Valve (232l) Approval to award a contract, utilizing Home Rule authority and waiving of bids, to Dorner Company, Sussex, WI, to replace the existing filter flow control valve with a new functional filter flow control valve at the Seminary Water Treatment Plant for an amount not to exceed $35,949.

13. Contract Extension – FY23/24 Holiday Lights (232m) Approval to award a contract extension for the installation, maintenance, and removal of holiday lights to Associated Electrical Contractors, LLC, Woodstock, IL, for a total price not to exceed $57,500.

V. DISCUSSION 

1. Extension of the Special Use authorized by Ordinance 18-O-49, a Special Use Permit for a Solar Energy Farm at the Northwest Corner of US Route 14 and Lily Pond Road. 

2. Zoning Map Amendment – Proposed Development Agreement – 708 McHenry Avenue.
