City of Woodstock City Council met Aug. 15.

Here are the minutes provided by the council:

A regular meeting of the Woodstock City Council was called to order by Assistant Deputy Mayor Gordon Tebo at 7:00 PM on Tuesday, August 15, 2023, in the Council Chambers at Woodstock City Hall. He explained the Consent Calendar process, invited public participation, and noted, as is the City's policy, this meeting is being livestreamed with a recording archived should members of the public wish to view it in the future.

A roll call was taken.

COUNCIL MEMBERS PRESENT: Melissa McMahon, Tom Nierman, Bob Seegers, Gordon Tebo, and Natalie Ziemba.

COUNCIL MEMBERS ABSENT: Darrin Flynn and Mayor Michael Turner.

STAFF PRESENT: City Manager Roscoe Stelford, City Attorney Ruth Schlossberg, Deputy City Manager/Executive Director of Strategy & Planning Paul Christensen, Executive Director of Business Development Danielle Gulli, Executive Director of Operations Christina Betz, Building and Zoning Director Joe Napolitano, Economic Development Director Garrett Anderson, City Engineer Chris Tiedt, City Planner Darrell Moore, Parks & Streets Superintendent Chris Lynk, Human Resources Coordinator Jill May, Grant Writer Barb Szul, and City Clerk Cindy Smiley.

City Clerk Smiley confirmed the agenda is a true and correct copy of the published agenda.

III. FLOOR DISCUSSION 

A. Proclamations - Pat O'Leary Retirement 

Assistant Deputy Mayor Tebo stated it is his pleasure to offer this proclamation recognizing the retirement of Pat O'Leary. Noting he was unable to be present this evening, Assistant Deputy Mayor Tebo provided background on Mr. O'Leary's accomplishments during his tenure with the City.

Assistant Deputy Mayor Tebo read the proclamation for all to hear, which was recognized with hearty applause.

B. Public Comment 

Rob Mutert, 10820 Bull Valley Road, thanked Council for the opportunity to speak and expressed his love for Woodstock. Speaking about some of the things he loves about the community, he noted there is also a negative, that being a massive drug problem in the community and in McHenry County.

Mr. Mutert talked about Warp Corps and its dedication to stemming the drug problem. He stated the only way to end this epidemic is education and prevention-based programs for young people, describing this further.

Mr. Mutert then talked about the documentary made about Warp Corps' efforts and invited the City Council and everyone in the community to attend the premier on September 1st at the Woodstock Opera House with a VIP meet and greet at 6:30 PM and the movie at 8:00 PM followed by a panel discussion.

Assistant Deputy Mayor expressed his appreciation for Mr. Mutert's work.

C. Council Comment 

There were no comments forthcoming from the Council.

IV. CONSENT AGENDA 

Motion by B. Seegers, second by T. Nierman, to approve the Consent Agenda.

In response to a question from Assistant Deputy Mayor Tebo, the following items were removed from the Consent Agenda.

• Item D-2 - Dean Street & Hercules Road Variation Land Conservancy by Councilman Seegers.

• Item D-3-Ordinance - Zoning Map Amendment-708 McHenry Avenue by Assistant Deputy Mayor Tebo.

In response to a question from Assistant Deputy Mayor Tebo, there were no questions forthcoming from the Council or the Public on the items remaining on the Consent Agenda.

Assistant Deputy Mayor Tebo affirmed the Consent Agenda to include items A through D-1, D-4, and D-5 as follows:

D. MANAGER'S REPORT NO. 231:

1. Appointment of Commission Member - Acceptance of the Mayor's Nomination for Appointment to the Recreation Commission.

4. Contract Award – Sidewalk Removal & Replacement Program – Approval to award a contract for the 2023 Sidewalk Replacement Program (Phase 2) to the lowest responsible bidder, Alliance Contractors, Inc. from Woodstock, IL, in accordance with the unit prices as submitted and for an amount not to exceed $110,000.

5. Contract Award – Skip Patching – Approval to award a contract for the FY23/24 Skip Patching Program to the lowest responsible bidder, Schroeder Asphalt Services, Inc. from Huntley, IL, in accordance with the unit prices as submitted, and not to exceed $51,000; and to authorize the City Manager to execute a contract subject to final review by the City Attorney.

There were no questions or comments forthcoming from the Council or the Public on the motion.

A roll call vote was taken. Ayes: McMahon, Nierman, Seegers, Ziemba, and Assistant Deputy Mayor Tebo. Nays: none. Abstentions: none. Absentees: Flynn and Mayor Turner. Motion carried.

D-2- Ordinance- Dean Street & Hercules Road Variation - Land Conservancy Expressing support for this particular item, Councilman Seegers opined there should be a time limit on unpaved parking lots as to how long the gravel will be allowed, expressing concern that this approach will result in the City allowing many unpaved lots to continue 10, 15, or 20 years without such a limit.

Motion by B. Seegers, second by N. Ziemba, to approve Ordinance 23-0-43, An Ordinance to Allow a Gravel Parking Lot Surface at the Southeast Corner of Dean Street and Hercules Road.

A roll call vote was taken. Ayes: McMahon, Nierman, Seegers, Ziemba, and Assistant Deputy Mayor Tebo. Nays: none. Abstentions: none. Absentees: Flynn and Mayor Turner. Motion carried.

D-3- Ordinance - Zoning Map Amendment - 708 McHenry Avenue 

Assistant Deputy Mayor Tebo stated the petitioner has requested that this item be removed from this evening's agenda and rescheduled for the next Council meeting.

Motion by B. Seegers, second by M. McMahon, to postpone Item D-3 - Ordinance - Zoning Map Amendment - 708 McHenry Avenue to time specific, namely the next City Council meeting on Tuesday, September 5, 2023,

A roll call vote was taken. Ayes: McMahon, Nierman, Seegers, Ziemba, and Assistant Deputy Mayor Tebo. Nays: none. Abstentions: none. Absentees: Flynn and Mayor Turner. Motion carried.

V. DISCUSSION 

A. Quarterly Financial Reports - Transmittal of the following financial reports for the Fourth Quarter of FY22/23: 

1. Fourth Quarter Revenues and Expenditures Report

2. Fourth Quarter Investment Report

Noting the Fourth Quarter Financial Reports are in the Council packet, Mr. Christensen provided details on the information found in the reports, stating overall the City performed very well, including exceeding predictions in a number of revenue accounts and maintaining expenses.

VI. FUTURE AGENDA ITEMS 

There were no additions, deletions, or corrections to the tentative future Council agendas.

Motion by B. Seegers, second by T. Nierman, to adjourn this regular meeting of the Woodstock City Council to the next regular meeting on Tuesday, September 5, 2023 at 7:00 PM in the Council Chambers at Woodstock City Hall.

Ayes: McMahon, Nierman, Seegers, Ziemba, and Assistant Deputy Mayor Tebo. 

Nays: none. Abstentions: none. Absentees: Flynn and Mayor Turner. Motion carried.
