D. MANAGER’S REPORT NO. 236:
1. Ordinance – Amending the City Code Regarding Liquor Control (236a) Approval of an Ordinance amending the City Code to regulate video gaming in Banquet Hall/Event spaces and providing an automatic reduction to the number of liquor licenses when an existing license is terminated. DOC. 1
2. Video Gaming – Trademark Events (236b) Approval of a Video Gaming License for Trademark Events, Liquor License Class A-5, Banquet Hall/Event Venue once all City requirements have been met.
3. Ordinances – 708 McHenry Avenue (236c) a. An Ordinance amending Table 7A.4, Allowed and Special Use Table, of the City of Woodstock, Illinois, Unified Development Ordinance Relating to Self-Storage Facilities to allow Self-Storage Facilities as a Special Use in the B3 Service and Retail District. DOC. 2 b. An Ordinance approving a Zoning Map Amendment from RPUD Residential District to B3, Service and Retail District and Granting a Special Use Permit to allow a Self-Storage Facility at 708 McHenry Avenue, Woodstock, Illinois, subject to identified conditions. 4. Ordinance – Solar Farm Extension (236d) An Ordinance Granting an Extension of Ordinance 18-O-49 and Issuing a Special Use Permit to Allow a Solar Energy Farm at the Northwest Corner of US Route 14 and Lily Pond Road, Woodstock, Illinois, subject to identified conditions. DOC. 4
5. Resolution – 2023 Property Tax Levy Estimate (236e) Approval of a Resolution estimating the calendar year 2023 property tax levy in accordance with the Truth in Taxation Act (35 ILCS 200/18-60) DOC. 5
6. Agreement – Wireless Alarm Master Agreement (236f) Authorization for the City Manager, or his designee, to execute the Fox Valley proposal Kelton Single LS700 and upgrade to the Fox Valley/EM24 Hybrid model for $22,400, as well as enter into a seven-year agreement to maintain and support the network for $14.00 per radio per month.
7. Purchase Approval – Intergenerational Inclusive Playground Equipment (236g) Authorization for the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to approve the purchase of playground equipment from PlayPower LT Farmington, Inc. for the Emricson Park Nature’s Way Intergenerational Inclusive Playground at a total cost of $392,702.30.
8. Agreement – LOGO Licensing (236h) Approval of a new logo/image licensing application process that would allow local businesses the nonexclusive right to utilize a specific City-owned logo or image on a product manufactured for resale or free distribution once the logo use is approved by City staff, for a nominal annual fee of $50 per product.
9. Contract Award – Wastewater Treatment Grinder Replacement (236i) Authorization for the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to approve a purchase agreement with Vogelsang USA LTD for the replacement of grinders at Olson Park lift station and south Wastewater Treatment Plant for a total price not to exceed $76,641.
