Village of Cary Committee of the Whole met Oct. 17.

ATTENDANCE

Village Board of Trustees

Mayor Mark Kownick, Trustee Dale Collier, Trustee Ellen McAlpine, Trustee Anthony Stefani, Trustee Rick Walrath, Trustee Jennifer Weinhammer

Absent: Trustee Rick Dudek

Others Present

Village Administrator Morimoto, Assistant Village Administrator Sage, Community Development Director Simmons, Public Works Director Noonan, Police Chief Finlon, Finance Manager Lahey, Village Attorney Uhler

I. Call to Order

The meeting was called to order by Mayor Kownick at 6:12 p.m.

II. Roll Call

The roll was called. Trustee Dudek was absent.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Public Comments

There being no comments, Mayor Kownick closed Public Comments at 6:13 p.m. V. Discussion Items

A. Police Pension Fund Actuarial Projection Discussion

Finance Manager Lahey introduced Heidi Andorfer of Foster & Foster, the firm that prepared the Police Pension Fund Actuarial Valuation Report.

Ms. Andorfer provided an overview of the Police Pension Fund Actuarial Projection Report.

B. Facade Improvement and Interior Buildout Grant Program Discussion 

Director Simmons provided an overview of the proposed Facade Improvement and Interior Buildout Grant Program.

Trustee Collier asked how many businesses have inquired about potential incentive programs offered by the Village.

Director Simmons stated this is a common question from new businesses that are considering locating to Cary. Director Simmons stated in the past year, approximately 2-3 existing businesses have injured about incentive programs.

Trustee McAlpine supports an incentive program in order to give the Village a tool that would help encourage new businesses to choose Cary over other communities. Trustee McAlpine also supports an incentive program retain existing businesses.

Mayor Kownick stated he would like to indulge exterior painting in the proposed incentive program.

Trustee Walrath suggested evaluating properties within the B2 and B3 zone on a case-to-case basis.

Director Simmons stated there would still be an opportunity for properties to benefit from the TIF for larger redevelopment projects under separate redevelopment agreements.

The Committee of the Whole provided staff direction to move forward with the creation of this program. The approval of the program will be on a future Board of Trustees meeting.

VI. Adjourn

Motion: There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:51 p.m.

Motion moved by Trustee McAlpine and motion seconded by Trustee Walrath.

Motion Passed.

AYES: Collier, McAlpine, Stefani, Walrath, Weinhammer

NAYS: None.

ABSTAIN: None.
