C. MANAGER’S REPORT NO. 238: 

1. Ordinance – Special Use Permit Extension – 10210 US Route 14 Gravel Pit (238a) 

Approval of an Ordinance extending a Special Use Permit to authorize mining and extraction activities for three (3) additional years and to authorize asphalt and concrete recycling and site reclamation for five (5) additional years at 10210 US Route 14, Woodstock, Illinois. 

2. Ordinance – Paid Leave for All Workers Act (238b) 

Approval of an Ordinance, utilizing home rule authority, opting out of the Illinois Paid Leave for All Workers Act and amending Section 1.6A.4 of the City Code to update the City Manager’s responsibilities regarding employee policies including ensuring paid leave guarantees for employees. 

3. Ordinance – Amend City Code – Remote Attendance at Public Meetings (238c) 

Approval of an Ordinance amending Title 1, Chapter 5, Section 1.5.7.A.1.c, of the City Code, regulating remote attendance at public meetings and adding unexpected childcare obligations as an additional basis for permitting remote attendance at Public Meetings (as authorized by the Illinois Open Meetings Act). 

4. Ordinance – 2023 Property Tax Levy (238d) 

Approval of the 2023 Tax Levy Ordinance of the City of Woodstock, McHenry County, IL, to levy $9,814,315 in property taxes for Operating Funds for calendar year 2023 to be collected and forwarded by the County to finance the City’s FY24/25 Budget. 

5. Ordinance – Lead-Service Line Replacement Program (238e) 

Approval of an Ordinance for Woodstock’s Lead-Service Line Replacement Program which includes the following:

a. Begin a formal Lead-Service Line Replacement Program in order to comply with federal and state regulatory requirements for removing all lead-service lines within the City of Woodstock’s water service area;

b. Approval of an Ordinance Amending Portions of Title 6, Chapter 4 of the City Code of the City of Woodstock, McHenry County, Illinois, Pertaining to Water and Sewer Rates.

c. Establish a reimbursement program for the removal of lead-service lines through an administrative policy, to be made effective on January 1, 2024, which sets reimbursement amounts at $8,000 for owner-occupied residential properties and $4,000 for commercial and rental properties.

6. Resolution – Change Order – Parks Master Plan (238f) 

Approval of a Resolution authorizing Change Order #1 to the professional services agreement with Design Workshop, Inc. and increasing the original contract amount by $10,250 to a new total fee of $149,317.

7. Resolution – Change Order – OpenGov (238g) 

Adoption of a Resolution approving a Change Order to the professional services agreement with OpenGov and authorizing the City Manager, or his designee, to execute an updated two-year agreement at an additional cost of $25,218.

8. Expenditure Agreement – Everbridge/Nixle Alert System (238h) 

Authorization for the City Administration to enter into and execute an agreement with Everbridge, Inc. for the Everbridge/Nixle Alert Notification System, as well as, approve the expenditure for a first-year 12-month agreement with Everbridge, Inc. for a cost of $11,856, subject to final review and approval by the City Attorney.

9. Contract Award – Emricson Park Storage Building (238i) 

Authorization for the City Manager, or his designee, to execute a contract with the lowest responsible bidder, Carmichael Construction Inc, for a total bid price of $597,845 for the full removal and replacement of the storage building at Emricson Park, subject to final review by the City Attorney.

A. Quarterly Financial Reports – Transmittal of the following financial reports for the second quarter of FY23/24:

1. Second Quarter Revenues and Expenditures Report; and

2. Second Quarter Investment Report.

VI. EXECUTIVE SESSION 

Purchase of Real Property (Open Meetings Act: 5ILCS 120/2(c)(6)) 

Meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussing whether a particular parcel should be acquired.
