Village of Cary Board of Trustees met July 16

ATTENDANCE 

Village Board of Trustees 

Mayor Mark Kownick, Trustee Dale Collier, Trustee Rick Dudek, Trustee Ellen McAlpine, Trustee Anthony Stefani, Trustee Rick Walrath, Trustee Jennifer Weinhammer 

Others Present 

Village Administrator Morimoto, Assistant Village Administrator Sage, Community Development Director Simmons, Public Works Director Noonan, Police Chief Finlon, Village Attorney Uhler 

I. Call to Order 

The meeting was called to order by Mayor Kownick at 6:00 p.m. 

II. Roll Call 

The roll was called and all were present. 

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance. 

IV. Open Forum 

Al Tuman, 219 S. Wulff Street, stated he does not approve of the Village's recent economic development decisions. 

Chris Reike, 446 Lloyd Street, stated Dave Miller does not support the Economic Development Specialist leasing agreement that is on the agenda. 

Mr. Reike stated he is concerned about the possibility of a request of Village funds by the developer, Ridgefield Homes, for their planned development near Kaper Drive, similar to their request for the Ridgefield Landing project. Mr. Reike is concerned about worker safety in the public right of way. Mr. Reike stated he requested trimming of some parkway trees, but it has not been done yet. 

Mayor Kownick advised Mr. Reike to contact Village Hall, so staff can address his concerns. 

There being no further comments, Mayor Kownick closed open forum at 6:08 p.m. V. Mayor's Report 

A. Employee Recognition - Kim Tricker, Police Department, 1-Year Employment Anniversary 

Mayor Kownick recognized Kim Tricker on her 1-year employment anniversary. VI. Consent Agenda 

Motion:  

I will entertain a motion to approved Consent Agenda Items A-E as shown on the Village's website and as displayed on the video monitor during the Village Board meeting. 

Motion moved by Trustee McAlpine and motion seconded by Trustee Weinhammer.  

Motion Passed. 

AYES: Collier, Dudek, McAlpine, Stefani, Walrath, Weinhammer

A. Consider for Approval the Warrant Dated July 16, 2024 

B. Consider for Approval the July 2, 2024, Village Board Meeting Minutes C. Consider for Approval the July 2, 2024, Committee of the Whole Meeting Minutes D. Consider for Approval a Resolution Approving an Engineering Services Agreement 

with Baxter & Woodman, Inc., Crystal Lake, IL, in an Amount Not to Exceed $137,100 for Services Associated with the Design and Construction Engineering of New Watermain in the Bright Oaks Subdivision and Authorizing the Village Administrator to Approve a 10% Contingency for Unforeseen Changes in Scope for a Total Project Budget of $150,810 

E. Consider for Approval an Employee Leasing Agreement Between the Village of Cary and GovTempsUSA, a Division of MGT of America Consulting, LLC VII. Items for Separate Action 

A. Public Hearing to Consider for Approval an Ordinance Making the Annual Appropriation Ordinance for the Village of Cary, McHenry County, Illinois, for the Fiscal Year Beginning May 1, 2024, and Ending on April 30, 2025 

Mayor Kownick opened the Public Hearing to consider for approval an ordinance making the annual appropriation ordinance for the Village of Cary, McHenry County, Illinois, for the fiscal year beginning May 1, 2024, and ending on April 30, 2025, at 6:09 p.m. 

There being no comments, Mayor Kownick closed the Public Hearing at 6:10 p.m. 

Motion: 

I will entertain a motion to open a Public Hearing to consider for approval an ordinance making the annual appropriation ordinance for the Village of Cary, McHenry County, Illinois, for the fiscal year beginning May 1, 2024, and ending on April 30, 2025. 

Motion moved by Trustee Collier and motion seconded by Trustee McAlpine.  Motion Passed. 

AYES: Collier, Dudek, McAlpine, Stefani, Walrath, Weinhammer  

NAYS: None.  

ABSTAIN: None. 

B. Consider for Approval Making the Annual Appropriation Ordinance for the Village of Cary, McHenry County, Illinois, for the Fiscal Year Beginning on May 1, 2024, and Ending on April 30, 2025 

Motion: 

I will entertain a motion to approve making the annual appropriation ordinance for the Village of Cary, McHenry County, Illinois, for the fiscal year beginning on May 1, 2024, and ending on April 30, 2025. 

Motion moved by Trustee Walrath and motion seconded by Trustee McAlpine. Motion Passed. 

AYES: Collier, Dudek, McAlpine, Stefani, Walrath, Weinhammer 

NAYS: None. 

ABSTAIN: None.

IX. Department Head Reports 

None. 

X. Future Agenda Items and Discussion by Village Board 

Trustee Stefani asked Director Noonan about parkway tree trimming and whose responsibility parkway tree maintenance is. 

Director Noonan stated Public Works maintains parkway trees, but there have been a large number of tree trimming requests recently. Director Noonan stated some residents take the initiative to trim their own parkway trees; however, the public works crews will continue to trim trees as scheduling allows. 

Assistant Administrator Sage stated there are over 6,000 parkway trees in the Village, and the public works crews trim all that need trimming, not only the parkway trees on trimming list. 

Trustee Collier asked if the Village had previously utilized outside tree trimming contractors. 

Administrator Morimoto stated in the past, the Village has occasionally utilized tree trimming contractors to reach areas that needed specialized equipment and when there was a large backlog of trees that needed trimming.

Mayor Kownick and Trustees Colliers, Dudek, McAlpine, Stefani, Walrath and Weinhammer entered into Executive Session at 6:14 p.m. Others present included Administrator Morimoto, Assistant Administrator Sage, Community Development Director Simmons and Village Attorney Uhler.

Motion:

Mayor Kownick entertained a motion to adjourn in Executive Session to discuss Litigation: Pending or imminent, 5 ILCS 120/2(c)(11), Real Estate: Purchase or Lease (Buy), ILCS 120/2(c)(5), and Closed Session Minutes, Review, ILCS 120/2(c)(21).

Motion moved by Trustee McAlpine and motion seconded by Trustee Stefani.

Motion Passed.

XII. Adjourn

Motion:

There being no further items to discuss, Mayor Kownick entertained a motion to exit Executive Session and adjourn the meeting at 7:03 p.m.
