D. MANAGER’S REPORT NO. 256:

1. Ordinance – Historic Landmark Designation – Dairy Queen (256a)

Approval of an Ordinance designating property commonly known as the Woodstock Dairy Queen at 310 Washington Street, Woodstock, IL as a Historic Landmark.

2. Resolution – Illinois Transportation Enhancement Program Grant Application (256b)

Approval of a Resolution confirming support of an Illinois Transportation Enhancement Program (ITEP) grant application and its required local match of $991,116.80.

3. Contract Award – 2024 Leaf Disposal Services (256c)

Approval to authorize the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to execute a contract with Thelen Materials LLC, of Antioch, IL, for leaf disposal services for the 2024 season at a unit cost of $485 per hauled load.

4. Contract Award – Replacement of Woodstock Square Perimeter Lights (256d)

Approval to authorize the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to execute the following:

1. A contract for $213,084 with Outdoor Lighting Perspective for the purchase and installation of a new downtown perimeter lighting system.

2. A contract for $35,837 with Vack Inc for equipment and installation of a new private wireless mesh network for the downtown square.

3. An estimated $13,800 for electrical work that will need to be completed related to the downtown private wireless mesh network.

5. Contract Extension – 2024 Holiday Lights (256e)

Approval to authorize the City Manager, or his designee, to execute a contract extension for the installation, maintenance, and removal of holiday lights to Associated Electrical Contractors, LLC, Woodstock, IL, for a total price not to exceed $61,000.

6. Independent Contractor Agreement – Administrative Law Judge (256f)

Approval to authorize the City Manager to execute an independent contractor agreement with Mark Schuster to serve as the City’s Administrative Law Judge.

V. ORDINANCE – SOLAR ENERGY FARM

Motion to approve one of the two following Ordinances regarding petitioner’s (Lily Pond Solar 1, LLC) requests for a Variation from the UDO requirement that a Solar Energy Farm be a minimum of 1,250-feet from an existing arterial street and a Special Use Permit to allow a 2MW Solar Energy Farm at 3601 Lily Pond Road, Woodstock, Illinois..

• Approval of an Ordinance denying a Variation from section 7B.2.C of the Unified  Development Ordinance to locate a Solar Energy Farm less than 1,250 feet from the right-of-way of any arterial road and denying a Special Use Permit to allow a 2MW Solar Energy Farm at 3601 Lily Pond Road, Woodstock, Illinois.

• Adopting an Ordinance approving a Variation from Section 7B.2.C of the Unified Development Ordinance to locate a Solar Energy Farm less than 1,250 feet from the right-of-way of any arterial road and approving a Special Use Permit to allow a 2MW Solar Energy Farm at 3601 Lily Pond Road, Woodstock, Illinois, and authorizing the negotiation and execution of a development agreement by the City Manager, City Attorney, and Mayor associated with the Solar Energy Farm, with the final development agreement being shared with the Council for possible consideration and approval at a future meeting, if a Council member believes the final draft is not consistent with Council direction, and authorizing the City Manager to take all necessary steps to implement said agreement.

VI. EXECUTIVE SESSION

Meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussing whether a particular parcel should be acquired.
