City of Harvard City Council met Feb. 25

Here is the agenda provided by the council:

1. Call meeting to order

2. Roll Call

3. Public Comment

The public is invited to make an issue-oriented comment on any matter of public concern not otherwise on the agenda. Individuals wishing to address the City Council are invited to come forward to the podium and be recognized by the Mayor; provide their name and address for purposes of the record, if willing to do so. Public comment is restricted to no longer than 3 minutes in duration. Interrogation of the City staff, Mayor or City Council will not be allowed at this time, nor will any comment from the Council. Personal invectives against City staff or elected officials are not permitted.

4. Consent Agenda

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member or member of the public requests that an item be removed from the consent agenda for separate action.

g. Appoint Carmen Sacco to 2-year term to the Police Pension Board

h. Resolution Declaring the 84th Harvard Milk Days 2025 a Legal Holiday Weekend

i. Resolution to Close Route 173 between Jefferson St. and Division St. for the Harvard Milk Days Parade on June 7, 2025

5. Individual Action Consent Agenda Items

● City Council Action on any item removed from the consent agenda.

6. Payment of Bills

● “Motion to approve payment of the bills in the amount of $216,292.88.”

7. Award Bid for Sidewalk Construction on Beaumont and Ratzlaff Streets

● Recommendation: “Motion to approve the contract with Everlast Blacktop in the amount of $35,874.50 and authorize staff to proceed with project coordination.”

8. Ayer Street Resurfacing Engineering Contract

● Recommendation: “Motion to approve the Ayer Street Resurfacing Contract with Christopher B. Burke Engineering for engineering services in the amount of $58,363.00 and authorize staff to proceed with project coordination.” 

9. Pay-off TIF Bond 2012B

● Recommendation: “Motion to approve the pay-off for TIF Bond 2012B.”

10. Vending License Application-McGarry Bowling

● Recommendation: “Motion to approve McGarry Bowling vending license.”

11. Infrastructure Recommendation - Inflow & Infiltration Elimination Program

● Recommendation: “Motion to approve the Inflow & Infiltration Elimination Program via flow meter installation in the amount of $145,000.”

12. Infrastructure Recommendation - Forest Downs Water Main Extension

● Recommendation: “Motion to approve the Forest Downs Water Main Extension project with a cost cap of $300,000.”

13. Infrastructure Recommendation – Digester tuck-point repairs

● Recommendation: “Motion to approve digester tuck-point repairs in the amount of $50,000.”

14. Infrastructure Recommendation – Fiscal Year Project Replacement Items – WW Truck/Toolboxes, Backhoe Repair, Chlorination System, Media Filters for Well #6, Electrical Panel

● Recommendation: “Motion to approve replacement items for upcoming fiscal year projects in the amount of $240,000.”

15. Infrastructure Recommendation – Road Master Plan

● Recommendation: “Motion to approve creation of a 5 Year Master Road Plan based on using a single $4 Million, 15 year revenue bond as the primary revenue source.”

16. Discussion/Action on IEPA Consent Order

● Recommendation: “Motion to approve the IEPA Consent Order.”

17. Discussion/Action to extend the Holcim Tolling Agreement for 3 months.

● Recommendation: “Motion to approve the Holcim Tolling Agreement an additional 3 months.”
