D. MANAGER’S REPORT NO. 266:

1. Ordinance – Property Tax Abatement (Operating) (266a)

Approval of an Ordinance to abate a portion of the 2024 Property Tax Levy forthe City of Woodstock, McHenry County, Illinois.

2. Ordinance – Zoning Variation – 318 S. Tryon Street (266b)

Approval of an Ordinance granting a Zoning Map Amendment from R3 Single-Family Attached District to R4 Multi-Family Residential District and authorizing variations of the minimum lot requirement of five units in the R4 District from 15,000 sq. ft to 12,434 sq. ft, and allowing the continued use of the buildings on the property for five (5) dwelling units, including the right to rebuild in the current configuration, if destroyed, at 318 S. Tryon Street, Woodstock, Illinois.

3. Ordinance – Zoning Variation – 708 Washington Street (266c)

Approval of an Ordinance granting a Zoning Map Amendment from B4 Office District to B2 General Business District for 708 Washington Street, Woodstock, Illinois.

4. Ordinance – Massage Establishments Licensing (266d)

Approval of an Ordinance amending Woodstock’s City Code by adding a new Chapter 15 in Title 3, Business and License Regulations, regarding Massage Establishments.

5. Resolution – Professional Services Agreement – Downtown Master Plan (266e)

Approval of a Resolution authorizing the City Manager, or his designee, to execute a Professional Service Agreement with The Lakota Group for consulting services in support of the Downtown Master Plan.

6. Allocation Approval – Facade Improvement Program – 132-134 Cass Street (266f)

Approval to allocate $3,372 in Facade Improvement Program (FIP) eligible exterior improvement costs from TIF #2 for window replacements at 132-134 Cass Street and to cancel the previous FIP agreement allocating $2,350 for this property.
