D. MANAGER’S REPORT NO. 267:
1. Ordinance – IDOT Intergovernmental Agreement and Funding Resolution – Rt. 47 Road Widening Project (267a)
Approval of an Ordinance authorizing the City Manager, or his designee, to execute an Intergovernmental Agreement and Funding Resolution (Exhibit B) between the City of Woodstock and the Illinois Department of Transportation regarding the Route 47 Road Widening Project within the Corporate limits of the City of Woodstock, subject to final review and approval by the City Attorney’s Office.
2. Resolution – Appropriate Motor Fuel Tax Funds – Rt. 47 Road Widening Project(267b)
Approval of a Resolution for Maintenance Under the Illinois Highway Code, which appropriates $1,682,395.62 of Rebuild Illinois (RBI) funds from May 1, 2025 through April 30, 2026 to IDOT for the City’s share of costs associated with the Route 47 Road Widening Project.
3. Resolution – Opera House Renovation Project – Change Order #1 (267c)
Approval of a Resolution authorizing the execution of Change Order #1 for the completion of audiovisual work on the Woodstock Opera House South Annex Renovation Project by Thompson Electronics, Peoria, Illinois in accordance with the quote submitted and for an amount not to exceed $23,547.
4. Resolution – TIF #2 Inducement – 610 E. Judd Street (267d)
Approval of a Resolution to induce the redevelopment of 610 E. Judd Street within the Woodstock TIF #2 Downtown & Route 47, to AFA Polytek (North America) Inc., to purchase and invest in improvements to the building at 610 E. Judd Street.
5. Professional Services Agreement – Engineering Services – Supplement #2 (267e)
Approval for the City Manager, or his designee, to execute Supplement #2 to the existing Professional Engineering Services contract with HR Green for Design Engineering Services associated with utility relocation, lighting and landscaping design for the Route 47 road-widening project at a total cost not to exceed $98,944.42.
6. Massage Parlor Ordinance – Postponement (267f)
Approval to postpone to time indefinite an Ordinance for the licensing of massage establishments, to further refine and align with all stakeholders.
