D. MANAGER’S REPORT NO. 269:

1. Ordinance – Adoption of FY25/26 Budget (269a)

Approval of an Ordinance adopting the City of Woodstock, McHenry County, Illinois, Annual Budget for Fiscal Year 2025 – 2026.

2. Ordinance – FY25/26 Water/Sewer Rates (269b)

Approval of an Ordinance amending portions of Title 6, Chapter 4 of the City Code of the City of Woodstock, McHenry County, Illinois, pertaining to water and sewer rates, increasing rates by 5% for FY25/26.

3. Ordinance – City Code Amendment – Purchasing and Contracting Authority (269c)

Approval of an Ordinance amending the Woodstock Municipal Code Section 1.6A.5.2 regarding Purchasing and Contracting Authority and Bidding Requirements and deleting Section 1.9.2 regarding Agreements for Use of City-Owned Real Estate and Property.

4. Ordinance – City Code Amendment – Massage Establishments Licensing (269d)

Approval of an Ordinance amending Woodstock’s City Code and adding a new Chapter 15 in Title 3, Business and License Regulations, Regarding Massage Establishments, to better ensure that establishments within Woodstock that provide massage services do so within the bounds of the law and as a deterrent to criminal organizations and human trafficking.

5. Resolution – IGA for Geographic Information System (GIS) Services (269e)

Approval of a Resolution authorizing the City Manager, or his designee, to execute an Intergovernmental Agreement (IGA) with McHenry County for Geographic Information System (GIS) Services.

6. Resolution – Professional Svcs. Agreement – Unified Development Ordinance (269f)

Approval of a Resolution authorizing the City Manager, or his designee, to execute a Professional Services Agreement with Clarion Associates Consulting Services for $199,970 to update the Unified Development Ordinance (UDO). 

7. Resolution – Ratification of Opera House Change Orders (269g)

Approval of a Resolution authorizing the City Manager, or his designee, to ratify the change orders that were approved through emergency authorization, which are now being submitted for affirmation to document the changes to the scope and the increased costs of $382,114.50 with Kandu Construction Inc. for the Woodstock Opera House Renovation Project.

8. Resolution – Old Courthouse Ctr. Lease – Leadership Greater McHenry County (269h)

Approval of a Resolution authorizing the City Manager, or his designee, to execute a Lease Agreement by and between Woodstock Courthouse, LLC and Leadership Greater McHenry County (LGMC) for the lease of Unit 1E in the Old Courthouse Center at 101 N Johnson St.

9. FY25/26 Salary Structure and Schedule of Authorized Positions (269i)

Approval of the following FY25/26 Budget Items:

a. Exhibit III – City of Woodstock FY25/26 Salary Structure for Non-Represented Employees, and

b. Exhibit IV – City of Woodstock FY25/26 Schedule of Authorized Positions/FTEs.

10. Professional Services Agreement – City Hall Space Reallocation Study (269j)

Approval for the City Manager, or his designee, to execute a Professional Services Agreement with Kluber, Inc. of Aurora, IL, for architectural consulting services in support of the City Hall Space Reallocation Study, for an amount not to exceed $39,485.

11. Website Redesign – Real Woodstock (269k)

Approval for the City Manager, or his designee, to execute an agreement with Simpleview, for a one-time implementation fee of $24,999 and a three-year annual licensing fee of $21,675 per year.

12. FY25/26 Hotel/Motel Tax Funding Disbursements (269l)

Approval of the FY25/26 Hotel/Motel Use Tax Tourism Grant Recommendations authorizing disbursement of $110,200 in funds to local non-profit and government organizations.

13. Contract Award – Opera House HVAC (269m)

Approval for the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to execute a contract subject to final review by the City Attorney with Platinum Heating and Cooling, Crystal Lake, IL for the replacement of four (4) Rooftop Units (RTUs) at the Woodstock Opera House, for a total cost of $199,000.

V. EXECUTIVE SESSION

Personnel (Open Meetings Act: 5ILCS 120/2(c)(1))

The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity.
