IV. FY25/26 GENERAL OBLIGATION BOND RESOLUTION

A. Resolution – FY25/26 General Obligation Bond Issuance

Approval of a Resolution declaring the official intent to for certain capital expenditures of the City using the future issuance of not to exceed $21,500,000 General Obligation Bonds, Series 2025, of the City of Woodstock, McHenry County, Illinois.

D. MANAGER’S REPORT NO. 272:

1. Ordinance – Final Plat of Riverwoods Subdivision – Phase 2 (272a)

Approval of an Ordinance approving the Final Plat of Riverwoods Subdivision, Phase 2, generally located East of Doty Road and North of Lucas Road, City of Woodstock, McHenry County, Illinois.

2. Ordinance – Lease Agreement – Recreation Center and Assembly of God (272b)

Approval of an Ordinance authorizing the City Manager, or his designee, to execute a lease agreement between the City of Woodstock and the Woodstock Assembly of God, for the lease of the eastern portion of the church and parking lot at 1201 Dean Street, subject to final review and changes by the City Attorney.

3. Resolution – Adopting the City of Woodstock Cultural Arts Master Plan 2025 (272c)

Approval of a Resolution adopting the City of Woodstock Cultural Arts Master Plan 2025.

4. Resolution – Contract Award – 2025 Enhanced Streets Improvement Program (272d)

Approval of a Resolution authorizing the City Manager, or his designee, to execute a contract, subject to final review by the City Attorney, for the 2025 Enhanced Streets Improvement Program including the Base Bid and the Alternate Bid with the lowest responsible bidder, Builders Paving, LLC. of Hillside, Illinois in accordance with the unit prices, as submitted, for an amount not to exceed $8,262,583.

5. Resolution – Contract Award – Olson Park Walkability Project (272e)

Approval of a Resolution authorizing the City Manager, or his designee, to execute a contract, subject to final review by the City Attorney, for the installation of new sidewalk, including subgrade preparation, base material installation, concrete pouring, finishing, curing and site restoration at Olson Park, and award said contract to the lowest responsible bidder, Alliance Contractors, Inc., in accordance with the unit prices, as submitted, for an amount not to exceed $59,348.75.

6. Resolution – Contract Award – Olson Park Basketball Court Replacement (272f)

Approval of a Resolution authorizing the City Manager, or his designee, to execute a contract, subject to final review by the City Attorney, for the resurfacing of the basketball court, including asphalt removal, base removal, base installation, asphalt installation, colored sport surface installation and site restoration at Olson Park with the lowest responsible bidder, Obsidian Asphalt Paving, Inc. of West Chicago, Illinois in accordance with the unit prices, as submitted, for an amount not to exceed $43,102.

7. Resolution – Contract Award – 2025 Pavement Marking Program (272g)

Approval of a Resolution authorizing the City Manager, or his designee, to execute a contract, subject to final review by the City Attorney, for the 2025 Pavement Marking Program to the lowest responsible bidder, America’s Parking Remarking from Union, Missouri, in accordance with the unit prices, as submitted, and not to exceed $104,219.40.

8. Resolution – Addendum #1 – 2025 Enhanced Streets Improvement Program (272h)

Approval of a Resolution authorizing the City Manager, or his designee, to execute Addendum #1, subject to final review by the City Attorney, with Trotter and Associates, Inc. to provide Construction Engineering Services for the 2025 Enhanced Streets Improvement Program, at a total cost not to exceed $976,000.

9. Resolution – Purchase Agreement – Mobile Column Lifts (272i)

Approval of a Resolution, utilizing Home Rule authority and waiving the bidding process, authorizing the City Manager, or his designee, to execute a purchase agreement for four (4) mobile column lifts from Mohawk Lifts LLC, located in Amsterdam, NY. The purchase will be made through the Sourcewell Contract for a total price of $51,887.52.

10. Resolution – Purchasing Contract – Public Works Fleet Vehicle (272j)

Approval of a Resolution authorizing the City Manager, or his designee, to execute a contract for the purchase of one new 2025 Transit-350 Cargo Van from Currie Motors Ford for a total cost of $58,302.

11. Resolution – Contract Award – Road Salt (272k)

Approval of a Resolution authorizing the City Manager, or his designee, to execute a one-year contract extension for the purchase and delivery of rock salt for use during ice control operations with Morton Salt, Inc., Chicago, IL, for a unit price of no greater than $102.61 per ton.
