ATTENDANCE

Village Board of Trustees

Mayor Mark Kownick, Trustee Dale Collier, Trustee Rick Dudek, Trustee Ellen McAlpine, Trustee Anthony Stefani, Trustee David Prusina

Absent: Trustee Rick Walrath

Others Present

Village Administrator Morimoto, Assistant Village Administrator Radcliffe, Community Development Director Simmons, Public Works Director Noonan, Police Chief Finlon. Village Attorney Uhler attended via teleconference.

I. Call to Order

The meeting was called to order by Mayor Kownick at 6:00 p.m.

II. Roll Call

The roll was called. Trustee Walrath was absent.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

There being no comments, Mayor Kownick closed Open Forum at 6:01 p.m.

V. Mayor’s Report

Mayor Kownick stated Attorney Uhler was attending the meeting via teleconference.

Mayor Kownick stated the Salvation Army is once again holding the Mayoral Red Kettle Challenge to benefit McHenry County. Mayor Kownick stated he will be ringing the Salvation Army bell in front of Jewel-Osco on December 13 from 9:00 a.m. to 5:00 p.m. and would welcome volunteers to assist.

VI. Consent Agenda

Motion:

I will entertain a motion to approve Consent Agenda Items A-H as shown on the Village website and as displayed on the video monitors during the Village Board meeting.

Motion moved by Trustee McAlpine and motion seconded by Trustee Stefani.

Motion Passed.

Consider for Approval a Resolution Authorizing the Approval of the Purchase of Six (6) Axon TASER 10 Less-Lethal Force Weapons and Associated Training Accessories in the Amount of $32,382.00 and Acceptance of the Illinois Law Enforcement Alarm System (ILEAS) – Less Lethal Device Grant in the Amount of $21,600.00 Offsetting the Cost of the TASER 10 Procurement

E. Consider for Approval an Ordinance Declaring Certain Equipment as Surplus Property

F. Consider for Approval an Ordinance Amending Ordinance No. O25-08-06

VII. Village Staff Update

Assistant Administrator Radcliffe reminded everyone the Merry Cary Parade event will take place this Sunday, December 7, from 12:30 p.m. to 3:30 p.m. Assistant Administrator Radcliffe stated the parade will kick off at 1:00 p.m. and there will be some street closures associated with the event.

Chief Finlon stated the Village’s winter overnight parking restrictions are in effect until March 31.

Director Noonan stated the Village’s holiday lights recycling program has begun and there are drop off bins located at the Cary Municipal Center and at Cary Fire Stations #1 and #2. Director Noonan stated there will be an open house meeting on Thursday, December 4, from 5:00 to 7:00 p.m. to receive resident feedback regarding potential amenities for Cary Lake at Rotary Park as part of an OSLAD (Open Space Land Acquisition and Development) grant application. Director Noonan stated the contractor has begun mobilization for the construction of the new deep well facility at Cary Lake at Rotary Park, so the northwest corner of the Brown Path will be closed for the duration of the project. Director Noonan stated the Cary Social District will be closed beginning December 15 and will reopen March 1, 2026.

VIII. Future Agenda Items and Discussion by Village Board

Trustee McAlpine suggested forming a committee to organize different community groups to decorate the downtown Cary sign for holidays or community events.

IX. Adjourn

Motion:

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:06 p.m.

Motion moved by Trustee McAlpine and motion seconded by Trustee Stefani.
