The Board will accept public comment on items included on the meeting agenda or of a general nature. Public comment is limited to three (3) minutes per speaker.

Village President and Trustee Reports

Board members have the opportunity to report on any topic during the public meeting.

Staff Monthly Reports

The Board has the opportunity to ask staff questions regarding the monthly staff reports.

1. Approval: Consent Agenda – Approval via One Vote for All

All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.

A. Village Board and Executive Session Meeting Minutes – February 3, 2026

The Board will consider the approval of previous meeting minutes.

B. Accounts Payable – February 17, 2026

The Board will consider the approval of the accounts payable reports and payment of the bills.

C. Treasurer’s Report – December 2025

The Board will consider the approval of the monthly treasurer’s report.

D. Ordinance 2026-02, Variations – Lot Width, Front Yard Depth, Northeast Side Yard Setback,

Covered Porch & Air Conditioning Condenser in Interior Side Yard – 206 North River Road

The Board will consider the approval of an ordinance that would repeal and replace Ordinance 2025-15, granting the following variations:

• A total lot width of fifty (50’) feet

• A front yard depth of four (4’) feet

• A northeast side yard setback of four (4’) feet

• A covered porch in an interior side yard

• An air conditioning condenser in an interior side yard

These variations would be conditioned to removing the expanded portion of the garage at the Subject Property that was added without a building permit on the northeast side of the property and material conformance with the drawings submitted in the Petitioners’ zoning application.

Only the primary structure as modified pursuant to the drawings would be permitted to encroach into the northeast side yard and front yard setbacks.

E. Ordinance 2026-03, Code Update Plan Review and Permit Fees

The Board will consider the approval of an ordinance that would update select fees for plan review and building permits. Effective March 1, 2026, the Village will not charge fees for basic building permits. Fees remain effective for plan review, new construction, additions, and any other project that requires more than two (2) inspections. Should any work that requires a building permit occur prior to a permit being granted, all fees listed in the Village Code would still be charged, in addition to fines.

F. Construction Engineering Services Agreement, 2026 Water Main Improvements

The Board will consider authorizing the Village Administrator to execute an agreement with Baxter & Woodman to provide construction engineering services for the 2026 Water Main Improvements project.

G. Park Permit / Sound Permit Fee Waivers for Fox River Grove Memorial Library’s Summer Events

The Board will consider waiving park and amplified sound permit fees for the Fox River Grove Memorial Library’s Storytime at the Park and Party in the Park, to be held June 10, June 17, June 24, July 1, July 8, July 15, July 22, July 29, and August 1, 2026.

2. Approval: Ordinance 2026-04, Amending the Redevelopment Plan and Program for the Fox River Grove Downtown Redevelopment Project Area #2

The Board will consider the approval of an ordinance that would amend the Downtown Tax Increment Financing District #2 Redevelopment Plan and Program, Eligibility Report and Housing Impact Study developed by Teska Associates.

3. Approval: Ordinance 2026-05, Approval of the Redevelopment Plan and Program for the Fox River Grove Downtown Redevelopment Project Area #3

The Board will consider the approval of an ordinance that would approve the Downtown Tax Increment Financing District #3 Redevelopment Plan and Program, Eligibility Report and Housing Impact Study developed by Teska Associates.

4. Approval: Ordinance 2026-06, Designating Redevelopment Project Area for the Fox River Grove Downtown Redevelopment Project Area #3

The Board will consider the approval of an ordinance that would designate the properties to be included in the new Downtown TIF District.

5. Approval: Ordinance 2026-07, Adopting Tax Increment Financing for the Fox River Grove Downtown Redevelopment Project Area #3

The Board will consider the approval of an ordinance that would approve Tax Increment Financing in accordance with Tax Increment Allocation Redevelopment Act and the parameters outlined in the Redevelopment.

6. Discussion: Business Capital Assistance Program Request – All Ways Art Gallery

The Board will consider a request for a Business Capital Assistance Program grant for All Ways Art Gallery, which recently opened in old post office building at 412 Lincoln Avenue. The Business Capital Assistance Program was established to encourage the establishment of businesses within the Village and assist with startup expenses with grants of up to $15,000.
