Huntley historic commission presents appreciation awards

MINUTES

5 1. CALL TO ORDER

Chairperson Donna Britton called to order the regularly scheduled meeting of the Village of Huntley Historic

Preservation Commission for Tuesday, August 16, 2016 at 6:02 pm in the Village Board Room, located at

10987 Main Street, Huntley, Illinois 60142. The room is handicap accessible.

2. ROLL CALL - ATTENDANCE

MEMBERS PRESENT: Commissioners Geri Rizzo and Diana Carpenter, Vice Chair Lonni Oldham and

Chairperson Donna Britton

ALSO PRESENT: Planner James Williams and Former Historic Preservation Commissioner Jake

3. PUBLIC COMMENTS None.

4. Approval of Minutes

25 A. A MOTION was made to approve the July 19, 2016 Historic Preservation Commission meeting

minutes with the following changes:

Page 2, Line 20, add “as actors”

Page 2, Line 36, add “to”

30 Page 2, Line 42, replace “or” with “of”

MOVED: Commissioner Rizzo

SECONDED: Commissioner Carpenter

AYES: Commissioners Rizzo and Carpenter, Vice-Chair Oldham and Chairperson Britton

5. Old Business

A. Certificate of Appreciation Properties Awards – Saturday, September 10, 2016

Chairperson Britton requested Staff to send invitations to the property owners receiving the Certificates of

Appreciation awards at the September 10, 2016 Farmers Market.

Chairperson Britton asked Jake Marino if he was interested in contributing a display of historic items at the

Saturday, September 10th event and Mr. Marino agreed to investigate if his schedule accommodated participation in

the event.

50 Vice Chair Oldham stated that she would confirm with Village Management Assistant Barb Read that the noon

certificate of appreciation award ceremony does not conflict with any other Farmer Market activity.

Vice Chair Oldham stated that once she confirmed the schedule for the September 10th event, she would notify

Planner Williams and he would then e-mail the Historic Preservation Commission members the date, time and what

type of Certificate of Appreciation award (restoration and historic display) each of the property/business owners are

receiving.

Commissioner Rizzo agreed to preside over the award ceremony and present the certificates to the property owners

in attendance at the Farmers Market event.

Chairperson Britton reviewed the “Huntley’s Historic Town Square: A Self-Guided Tour” map recently updated by

10 Pam Kampwerth with the Huntley Area Public Library and requested copies of this map be included with the other

historic preservation information available for distribution at the Saturday, September 10th Farmers Market event.

Discussion ensued regarding other historic preservation items to be distributed and/or displayed at the September

10th event.

B. Second Street Reception - Tuesday, August 23, 2016

Chairperson Britton noted the Tuesday, August 23rd reception is scheduled to be held at Historic Commissioner

Langhenry’s residence at 7:00 p.m. She also reviewed which historic commissioner would be bringing food,

20 beverages and paper goods to the reception.

Vice Chair Oldham stated that she has sent an invitation for the reception to the property owners along Second

Street. She also stated that the invitation included the Northwest Herald article outlining the historic district

designation of Vice Chair Oldham’s residence.

Commissioner Carpenter stated she would compile a handout of various information she has from Oak Park

promoting historic preservation.

In regard to inviting a local realtor to the August 23rd reception, Commissioner Carpenter suggested inviting a local

30 realtor to a future meeting rather than next week’s reception.

Chairperson Britton suggested copies of the T. S. Huntley brochure, landmark/historic districts applications and

historic district/landmarks map be available for distribution.

35 C. Second Street Stroll - Saturday, October 1, 2016

Chairperson Britton recalled that the Second Street stroll event was scheduled for Saturday, October 1st 2016 and

acknowledged that Trustee Ronda Goldman had done an exceptional job of enlisting actors to portray historical

residents from Second Street’s past.

Discussion ensued regarding the organization of the stroll-event including the hours from 12:00 p.m. and 2:30 p.m.

and a starting point could be in Commissioner Langhenry’s rear yard.

Vice Chair Oldham stated that she would draft a letter to Second Street property owners letting them know about

45 the event.

Commissioner Carpenter noted that Moerkes shop agreed to provide food and refreshments at the October 1st event.

Chairperson Britton noted that she believed draft scripts would be available by the end of August.

Promotion of the event was discussed including the possibility of including information within the Village’s water

bill and e-news publication.

6. New Business

A. Historic Preservation Ordinance Revisions

Vice Chair Oldham stated she has yet to determine which section of the Huntley Historic Ordinance she would like

to review next, but looks forward to compiling this information soon.

Village’s Home-Rule status

Planner Williams noted that the latest Village Board agenda included this item and that the Village Board has

agreed to not make any changes to the Village’s Code of Ordinances at this time.

Chairperson Britton requested information from the Village Manager regarding if the Historic Preservation

15 Commission should expect any impact of the Village’s Home-Rule status on the historic preservation ordinance

before the process of amending that Ordinance continues further.

Huntley Historic District / Landmark Property Pamphlet

20 Vice Chair Oldham suggested compiling a pamphlet for the Huntley Historic District and Landmark properties

similar to the pamphlet that McHenry County Historical Society has for their landmarked properties.

Chairperson Britton suggested revisiting the possibility of historic designation of the Town Square.

25 Properties adjacent to Local Churches

Vice Chair Oldham noted that the properties at 11008 Church Street, north of Trinity Lutheran Church, and 11624

Main Street, east of the First Congregational Church, will need to be closely monitored given that recent news she

had heard leads her to believe that both properties could be subject to redevelopment by the respective owners.

Vice Chair Oldham pointed out that the detached garage located at 11101 Grove Street has been razed.

7. Adjournment

35 At 7:30 p.m., A MOTION was made by Commissioner Rizzo to adjourn the meeting and was seconded by

Commissioner Carpenter. Motion carried unanimously.
