MEETING MINUTES OF THE FINANCE COMMITTEE

OF THE VILLAGE OF SPRING GROVE

MARCH 28, 2017

Council Chambers, Spring Grove, Illinois, March 28, 2017; a meeting of the Finance Committee was held this date at 6:00 p.m., at the Municipal Centre, 7401 Meyer Road, Chairperson Eisenberg presiding. 

Call to Order. The following members were present: Chairperson Mark Eisenberg; Members Jim Anhalt, Jeff Letzter, Pat Mazzanti, Bob McMahon and Lloyd Simonson – 6. Absent: Member Randy Vinyard – 1. Also present for the Village were Laura Frumet, Deputy Clerk; Judy Olson, Village Treasurer; Tom Sanders, Chief of Police/Executive Assistant; and Sgt. Jason Hintz, Police Department.

New Business.

Treasurer’s Report. Treasurer Olson said the IPBC Health Co-op held their meeting and approved the village as a new member in their co-op. She and Fire Chief Tobiasz will be meeting with a broker from Arthur J. Gallagher on April 5 to discuss the new health benefit program. Trustee Mazzanti said he would like to be there to observe.

New Business.

Discuss banners for downtown. The committee agreed that rather than banners, they would prefer nicer holiday decorations. If the number was scaled back to just the poles at the four corners downtown, nicer artificial wreaths could be purchased. 

Motion recommending the approval of the FYE 2018 General Fund Budget. Chairperson Eisenberg noted that after a lot of effort by everyone involved, the budget was balanced. Member Mazzanti moved, seconded by Member Simonson to recommend the approval of the budget as presented. Roll call vote: Ayes: Anhalt, Eisenberg, Letzter, McMahon, Mazzanti and Simonson – 6. Nays: None. Motion carried. 

Motion recommending the approval of the FYE 2018 Water and Sewer Fund Budget. The General Fund will subsidize the water sewer fund by $65,400. Member Mazzanti moved, seconded by Member Simonson to recommend the approval of the budget as presented. Roll call vote: Ayes: Anhalt, Eisenberg, Letzter, McMahon, Mazzanti and Simonson – 6. Nays: None. Motion carried.

Motion recommending the approval of the FYE 2018 Other Funds Appropriations. Member Letzter moved, seconded by Member Mazzanti to recommend the approval of the appropriation as presented. Roll call vote: Ayes: Anhalt, Eisenberg, Letzter, McMahon, Mazzanti and Simonson – 6. Nays: None. Motion carried.

Motion recommending the approval of the March 2017 Bills Payable. Member Simonson moved, seconded by Member Letzter to approve the bills payables as presented. Roll call vote:

Ayes: Anhalt, Eisenberg, Letzter, McMahon, Mazzanti and Simonson – 6. Nays: None. Motion carried.

Public Comment. None.

Other Business. Chief Sanders said he was contacted by the company that collects delinquent tickets and fines for the Police Department. Currently their fee is 35%, so on a $100 ticket, they keep $35 and the village gets $65. They informed him that some municipalities are passing ordinances to pass any fees onto the violator so the village gets 100% of what’s owed to them. He would like to see the village do this and will find a sample ordinance to follow. The committee was in agreement with this.

There being no further business, Member Mazzanti moved, seconded by Member Letzter to adjourn the meeting at 6:10 p.m. On voice vote, the motion carried.
